LAOS - Skills for Tourism Project (LAO/029) gets good marks at its mid-term review
Government officials, private sector representatives and development partners met at a debriefing workshop in Vientiane last week for the Mid-Term Review of the Skills for Tourism Project (LAO/029). Being half-way through the project’s implementation phase, an external evaluation team from B,S,S. Economic Consultants (Basel, Switzerland) conducted an assessment of the results achieved by the project to date. The assessment focused on four pillars, namely the relevance, effectiveness, efficiency and sustainability of the project results. The mid-term review is considered an important milestone and learning opportunity to reflect on what has been successful so far and what aspects of the project may further attention.

The Skills for Tourism Project, which supports improvements in tourism and hospitality vocational education and skills development in Lao PDR, has a particular emphasis on supporting people from disadvantaged backgrounds to acquire the skills needed to work in hotels, restaurants and the greater tourism economy.

In his opening remarks, Mr Nouphanh Outsa, Director General of the Technical and Vocational Education Department, Ministry of Education and Sports, highlighted the importance of workforce development to improve the performance of the tourism sector in the country, and acknowledged the valuable contribution of the Skills for Tourism Project in this regard.

Mrs Barbara Jäggi Hasler, Deputy Director of Cooperation/Head of Employment and Skills Domain for the Swiss Agency for Development and Cooperation (SDC) emphasized the substantial achievements of the project since it began in September 2016, including support to the Labour Market Information System and the development of competency-based programmes and curricula.

Also speaking at the review meeting, Ms Julie Wagner, Attachée at the Embassy of Luxembourg in Lao PDR commented that investment in vocational education and skills development is of utmost importance to take advantage of the demographic window of opportunity for the young Lao population and, since the project is now half-way through its implementation, it is a good moment to review what has been done and how to proceed in the future.

During their mission in Lao PDR, the experts from B,S,S. Economic Consultants interviewed over 30 different stakeholders from public and private sector as well as training providers, employers, graduates and teachers. The team travelled to three different locations, including Luang Prabang, Pakse and Vientiane Capital.

The overall assessment of the evaluation team is that the project is highly relevant, well managed and likely to achieve its goals by 2021. The project is aligned with the National Socio-Economic Development Plan 2016 - 2020, as well as the Education Sector and TVET Development plans of Lao PDR. It is likely that the objective of 5,000 beneficiaries, who participated in vocational education and skills development programmes supported by the project, will be surpassed. However, the project also faces challenges, especially in terms of sustainability of results after its completion. This is of particular concern in terms of ensuring the sustainable financing of vocational education and skills development in Lao PDR in the medium- to long-term.

The report of the mid-term review will be completed by the end of June and the findings and recommendations further considered by the Governments of Lao PDR, the Grandy Duchy of Luxembourg and Switzerland.

CABO VERDE – Vers un financement durable du secteur de l’enseignement technique et la formation professionnelle (ETFP)Conception d'un modèle de financement pour le secteur d'ETFP
Des représentants des entités du secteur de l’enseignement technique et de la formation professionnelle (ETFP) ont participé le 23 mai 2019 à un atelier de présentation et de discussion sur un modèle de financement du secteur, dans le cadre des activités et projets du programme Emploi et employabilité (CVE/081).

Ce deuxième atelier, qui clôture une mission court terme du Service national d’Apprentissage industriel du Brésil (SENAI), a réuni plus de 40 participants de plusieurs entités du secteur autour de la présentation du diagnostic et des hypothèses de travail pour la mise en place d’un modèle de financement. L’outil a été établi à partir des informations financières fournies par les institutions publiques et privées lors des phases d’assistance technique et de consultation réalisées par le SENAI.

Le modèle a été bâti sur base des besoins du marché du travail, de l’offre de formation, du coût moyen de formation et des budgets recettes / dépenses des entités qui agissent dans le secteur ETFP.

La construction du modèle tient compte de quatre domaines différents : emplois, formations, recettes, dépenses, avec un focus sur le recueil et traitement des informations et la mise en place progressive d’une base de données fiable et coordonnée entre les différentes institutions permettant d’améliorer la qualité et l’analyse des données et à terme d’optimiser les dépenses pour les entités du secteur.

L’objectif poursuivi avec l’élaboration du modèle de financement est de mettre à disposition des autorités du secteur un outil prospectif permettant une visibilité à moyen terme, à l’horizon 2020-2024, concernant les évolutions du marché du travail, les besoins en formation, les coûts s’y afférant et les potentielles sources de financement. L’adoption du modèle servira d’appui pour la prise de décision et pour une meilleure définition des politiques publiques pour le financement du secteur ETFP.

Au cours des prochains mois l’objectif est de soutenir le processus d'évaluation des options les plus pertinentes du modèle et établir une feuille de route aboutissant progressivement à la mise en place opérationnelle de l’outil.

MYANMAR - Harnessing the power of water for a sustainable source of energy
A natural occurring split in the river near Nam Phu village created an opportunity to construct a hydro-power weir to run two 5 kW low head turbines. The masonry work incorporated much of the natural features and used mostly stones collected from the site.

The villagers of Nam Phu were very well organized and each household sent up to two persons to help the skilled mason crew on a daily basis. The volunteers did an incredible job, especially, as all the construction material had to be hand carried from the drop-off point down through the jungle to the construction site down by the river (one way took 45 min walking).

Most impressive is that the works were completed within 3 weeks. The construction of the weir, the connection of the turbines, the installation of the electric lines, and the connection of the households went all smoothly which contributed greatly to the success of this activity.

The test run of the turbines went also very well and the station is now putting out a constant flow of 220 to 230 V. Each of the 52 households in Nam Phu village received 3 LED lightbulbs (3 W), a switchboard with 3 electric plugs, and 15 streetlights were installed throughout the village.

Prior to the hydropower, only a few households were able to afford a solar panel and some electric appliances like a TV/DVD set. Unfortunately, the power to run those sets was never sufficient from the solar panel and so those appliances collected dust. On the first evening of testing the new power source, those TV/DVD sets came out and people gathered to enjoy to sing a song, listen to music or watching a movie from a scratchy DVD.

The villagers of Nam Phu were also beneficiaries of a door-to-door village water system. At the beginning of the year, most villagers did not believe they would be able to enjoy water at their house and electricity. Sometimes, dreams can come true.

Project MYA/002 will construct more systems at similar locations without too much interference to the natural environment or landscape.

SÉNÉGAL - Programme « Développer l'emploi au Sénégal » - Réception des six premières unités mobiles de formation des régions Sud du Sénégal
C’est devant un parterre de journalistes que Mme Carmen MAGARINOS CASAL, Chargée d'affaires a.i. de la Délégation de l'Union européenne (UE) au Sénégal a officiellement remis à M. Dame DIOP, ministre de l’Emploi, de la Formation professionnelle et de l’Artisanat (MEFPA), les clés des six unités mobiles de formation professionnelle ce mardi 14 mai 2019. Cinq fourgons équipés et un bus sont destinés aux régions de Ziguinchor, Sédhiou, Kolda, Tambacounda et Kédougou.

Trois filières ont été identifiées :
- technologies de l’information et de la communication (TIC) ;
- industrie ;
- transformation agroalimentaire.
Chacune des cinq régions sera ainsi dotée d’une Unités mobiles de formation (UMF). La région de Kolda aura aussi en charge la gestion du bus TIC dont l’utilisation sera interrégionale.

Le nouveau Ministre a chaleureusement remercié l’UE pour cet appui qui « contribuera à coup sûr à l’élargissement de l’accès à la formation professionnelle dans notre pays (…). Ces unités mobiles constituent une réponse innovante à la satisfaction de la demande d’accès à la formation ».

M. Diop a particulièrement remercié LuxDev qui dit-il : « met en œuvre la composante formation professionnelle du programme Développer l’emploi au Sénégal. La Coopération luxembourgeoise, avec son agence LuxDev, est un partenaire privilégié du Sénégal en général et du ministère de la Formation professionnelle en particulier qu’elle accompagne avec des projets structurants (…) LuxDev mérite tout à fait la confiance de l’UE pour mettre en œuvre un tel programme ».

Des unités mobiles pourquoi ?

Le dispositif des UMF a pour but d’améliorer l’accès à la formation professionnelle au bénéfice des personnes pénalisées par leur éloignement. L’objectif majeur visé est de garantir un accès plus équitable à la formation professionnelle aux personnes vivant dans des zones rurales à faible niveau de revenus, où les effectifs ne justifient pas la construction de centres de formation professionnelle, et où l’offre de formation existante ne couvre pas certains besoins des secteurs économiques.

Ces unités mobiles sont destinées à dispenser une formation courte et qualifiante aux jeunes, aux organisations communautaires ou aux actifs productifs. Il s’agit de dispositifs innovants reposant sur des véhicules, constitués de cabines-ateliers aménagées et dûment équipées, capables de se déplacer dans des zones difficiles d’accès et dans lesquelles il est incorporé l’ensemble du matériel pédagogique et de l’outillage nécessaires aux formations.

VIETNAM - Highlights of the Capacity Building in Finance Sector Project Third Steering Committee Meeting
On 8th May 2019 the Capacity Building in Finance Sector Project VIE/032 hosted its third Steering Committee (SC) meeting in Hanoi Vietnam. The meeting was chaired by the State Securities Commission (SSC) Chairman – Mr. Tran Van Dzung and co-chaired by Mr. Sam Schreiner – Chargé d’Affaires of the Embassy of Luxembourg in Vientiane. The meeting was attended by senior officials from the Ministry of Finance, Ministry of Planning and Investment, Luxembourg Embassy in Bangkok and the Luxembourg Development Agency, LuxDev.

Key project stakeholders gathered to discuss implementation progress, challenges and endorse the annual workplan and budget for 2019. The meeting also discussed strategic initiatives extending beyond the next year.

“2018 was seen as a successful year for the project with a number of activities having made remarkable progress, particularly the drafting of the revised Securities Law which will be submitted twice to the National Assembly for debates in 2019”, said Mr. Dzung, Chairman of SSC.

Both representatives from the Ministry of Finance and the Ministry of Planning and Investment in the meeting expressed their support to VIE/032 saying they would facilitate any administrative formalities for the formal approval of the project extension.

Mr. Marc de Bourcy – Deputy Head of Mission of the Luxembourg Embassy in Bangkok, Thailand - representatives from other national beneficiaries such as the National Financial Supervisory Commission (NFSC) and the Securities Research and Training Center also attended the meeting as observers.

While NFSC’s Ms. Duong Thu Phuong – Director of International Affairs Department - showed her strong appreciation for Luxembourg’s support in strengthening the capacity of NFSC’s key personnel and helping them to fulfil functions as assigned by the Prime Minister through various technical interventions; the meeting also spent time conferring on how to leverage Luxembourg expertise and support.

KOSOVO - The Kosovo Stabilisation and Association Agreement (SAA) celebrates its third anniversary.
The European perspective of Kosovo was confirmed by the signing of the SAA. Stabilisation and Association agreements are part of the EU’s “Stabilisation and Association Process” (SAP) and ”European Neighbourhood Policy” (ENP). The SAA’s main aim is to facilitate the gradual approximation and integration of the country with the European Union. For this, it covers all key criteria that Kosovo needs to achieve in order to become a member of the EU:
- being a functioning political democracy and the rule of law;
- having a competitive economy able to withstand the competitive pressures of the EU Single Market and having the ability to fulfil the obligations of membership – i.e. the implementation of EU law - “acquis communautaire” – in Kosovo.
The depth of the policy harmonization expected by SAA is less than for EU member states; some policy areas in the Acquis may not be covered.

This April, the Kosovo SAA marked its third anniversary, and HCDF staff was part of the event that brought together a panel of the Prime Minister of Kosovo Mr. Ramush Haradinaj, Head of EU Office Ms. Nataliya Apostolova and the Ambassador of Finland Ms. Pia Stjernvall.

Mr. Haradinaj once again confirmed that Kosovo’s was resolutely committed to EU integration and the SAA defined the work that the institutions needed to accomplish in order to fullfill the criteria and standards for Kosovo to achieve accession.

Ms. Apostolova emphasized that the SAA was the biggest investment in the future of Kosovo and it should be of high priority to all institutions and political leaders. It offered guidance for improving the work of institutions in all relevant fields and most importantly improving the lives of Kosovo citizens.

Ms. Stjernvall said that it was important to focus in fully implementing the SAA, not only because it was required to do so but for the sake of citizens. All citizens wanted a better life for themselves and SAA offered the opportunity for a better, equal and more transparent society.

In this regard, the Human Capacity Development Facility (HCDF), supported by the Governments of Norway and Luxembourg, will contribute to developing human capacities in Kosovo institutions to assist them in fulfilling the requirements that come from the SAA. The Facility is based within the Ministry of European Integration, as the main coordinating institutions, and focuses on the development of capacities of the line ministries and national-level institutions engaged in the implementation of the EU Law in Kosovo. Currently the HCDF is performing in-depth consultations will the beneficiary institutions, which are expected to soon result in concrete activities that institutions will implement autonomously, strengthening their human capacities in transposing and better implementing EU Law.

CABO VERDE – Promotion de bonnes pratiques d'hygiène à Porto Mosquito

Le ministère de l’Éducation, avec le soutien du programme d’appui au secteur de l’eau et de l’assainissement PASEA (CVE/082) a organisé une séance de sensibilisation sur l’utilisation correcte des nouveaux lavabos et salles d’eau à Porto Mosquito, localité sur l’île de Santiago.

Le volet PromoSan du programme d’appui au secteur de l’eau et de l’assainissement envisage la réhabilitation des infrastructures sanitaires et des cuisines de 100 écoles du pays d’ici à 2020. Ces nouvelles infrastructures sont dotées de systèmes innovateurs, permettant la réutilisation des eaux grises des lavabos qui sont directement redirigées vers les chasses d’eau des toilettes. À long terme, cela apportera des avantages économiques considérables aux écoles, tout en permettant aux élèves d’adopter des nouvelles routines d’hygiène.

L’école primaire de Porto Mosquito se trouve parmi les 33 écoles à être réhabilitées en 2019. Il s’agit d’une localité de pêcheurs où une grande partie de la population vit dans des conditions précaires et vulnérables. Les professeurs de l’école avaient fait parvenir leur l’appréhension concernant la maintenance et le bon usage des nouvelles installations sanitaires auprès du programme d’appui au secteur de l’eau et de l’assainissement. Ce fut donc à la demande des ceux-ci que fut organisée une session de sensibilisation spécialement dédiée à la communauté et aux habitants de Porto Mosquito.

La session de sensibilisation était de nature pratique, axée sur l’importance des nouvelles installations pour le bien-être et la santé des élèves. Comptant un total de 58 intervenants, la session a connu une bonne participation et a donné l’opportunité aux habitants de Porto Mosquito de poser des questions concernant les nouvelles installations sanitaires de l’école. Nombreux étaient ceux à faire parvenir leurs inquiétudes par rapport au manque général de salles d’eau dans la localité. Il y a donc eu une discussion sur les bonnes pratiques d’hygiène à adopter au jour le jour, afin d’améliorer la santé des habitants et prévenir la transmission de maladies. La déléguée d’éducation de la municipalité de Ribeira Grande de Santiago, Ernestina Rocha, était l’une des participantes et a réaffirmé que « l’hygiène scolaire, le fait de pouvoir se laver les mains et aller aux toilettes à l’école, doit être considéré comme un droit fondamental de chaque élève, et non pas un luxe ». Finalement, les habitants sont engagés à travailler ensemble afin d’assurer l'entretien et la conservation des nouvelles installations d’eau et d’assainissement de leur école.

KOSOVO - Let's go further !
There has been a long and successful cooperation between Luxembourg and Kosovo in the Health Sector. LuxDev has participated in the implementation of health sector projects YUG/005, KSV/014 and KSV/017 since 2004. Therefore the Ministry of Health (MoH) of the Republic of Kosovo submitted to the Luxembourg Ministry of Foreign and European Affairs (MFEA) a request for further support of the healthcare reform implementation.

Luxembourg granted an additional 7 000 000 EUR to the endeavour, bringing the total contribution of Luxembourg to project KSV/017 “Health Support Programme in Kosovo, Phase 2” to 13 000 000 EUR and mandated LuxDev to formulate the project extension. The project will now be extended until the end of December 2022.

The first part of the extended Project KSV/017 will focus on supporting the implementation of the healthcare reform agenda, especially the Health Sector Strategy (HSS2021), which has the following objectives: reforming leadership, management and Monitoring and Evaluation (M&E), separating the political and operational aspects of providing healthcare, integrating service delivery and introducing a Health Insurance Fund (HIF).

The project will mainly focus on continuation and consolidation of the capacity development activities at the MoH and other healthcare institutions, such as the Kosovo Hospital and University Clinic Services (KHUCS) including the University Clinical Centre of Kosovo (UCCK), the General Hospital of Prizren (GH PZ) and Gjilan (GH GN), the Medical Professional Chambers (MPC) and the Family Medicine (FM) training programme. Activities will include provision of technical assistance (TA) to the MoH, assistance with the implementation of the Strategic Plans of GH PZ and GH GN, TA and infrastructural support for the Medical Professional Chambers (PMC), as well as TA for the FM training programme.

The Project’s continued aim is to strengthen the health system by focusing on improving quality of care, access to healthcare and increasing the effectiveness and efficiency of service provision.

MYANMAR - Going digital for data collection in remote villages
The Annual Project Survey of MYA/002 Project took place from 23 to 31 of March in the 5 Tract area of Kyaing Tong township in East Shan State. This was the first time the project MYA/002 used an open-source digital system (KoboToolbox) for collecting valuable information from households and village chiefs in the project target area. The application allows to reduce the need for data cleaning and speeds up the data analysis process.

Young motivated people from the project area were trained for two days as enumerators to conduct interviews with the households and use the tablets to record responses. Supervised by project staff, the two teams managed to visit 22 sample villages over 7 days. The remote area is very diverse in ethnicity (Lahu, Akha, Shan), culture and religion with Buddhist, Christian and animist beliefs co-existing. Even though the enumerators were from the same area, communication was at times challenging given that the accents of the two main ethnic tribes, Lahu and Akha, vary significantly from one village to another.

The first results from the survey look encouraging, 94% of the people interviewed were either highly satisfied or satisfied with the project activities so far. Only 9 % of households experienced rice shortage compared to 13.7% during the baseline survey conducted in 2017. Access to water and electricity also increased significantly in the surveyed area.

NIGER : L’insertion professionnelle des jeunes au Sahel, la Nouvelle Frontière d’une région fragile
En réponse à l’urgence sociale et sécuritaire au Niger, le Fonds fiduciaire d’urgence pour l’Afrique de l’Union européenne finance l’insertion de jeunes ruraux déscolarisés via des formations qualifiantes, pratiques et de courte durée. Mis en œuvre par l’Agence luxembourgeoise pour la Coopération au développement (LuxDev), le « Projet d’appui à la formation et à l’insertion professionnelle des jeunes filles et garçons des régions de Zinder et d’Agadez » (A-FIP/NIG801) permet aux jeunes sans formation et sans activité d’acquérir un savoir-faire générateur de revenus et de s’insérer professionnellement dans le tissu économique local en tant qu’employé, auto-entrepreneur ou au sein d’un groupement économique.

L’approche choisie permet d’intégrer comme acteurs du développement durable, les micro et petites entreprises du secteur informel rural et urbain qui constituent la très grande partie du tissu économique du pays, emploient la très grande majorité des jeunes et les professionnalisent essentiellement en situation de travail.

Au moyen d’une Convention de Délégation de Fonds signée entre le Fonds d’appui à la formation professionnelle et à l’apprentissage (FAFPA) et le Projet, les antennes FAFPA de Zinder et d’Agadez ont en effet lancé des appels à propositions ouverts aux centres de formation publics et privés ainsi qu’aux ateliers d’apprentissage. Dans le cadre de ces appels, les opérateurs de formation concernés s’engagent à insérer directement au moins 50 % des jeunes formés et à accompagner les jeunes restants dans l’élaboration de plans d’affaires pour l’auto-emploi.

Parmi les 1995 jeunes qui ont été formés en 2018, près des trois quarts, soit 1378 jeunes sont aujourd’hui insérés à travers un emploi salarié ou une activité d’auto-entrepreneur, dans les métiers de l’agro-pastoralisme, du service (coiffure, chauffeur), de l’artisanat ou encore de la mécanique.

Contrairement aux actions de formation réalisées au titre de la planification 2017-2018 qui étaient toutes de trois mois, la planification 2019 comprend 173 actions de formation de trois mois et 28 actions de formation de six mois, davantage adaptées aux spécificités de certaines filières porteuses retenues sur la base d’échanges avec les acteurs socio-économiques concernés. D’ici la fin de l’année 2019, 4020 nouveaux jeunes auront bénéficié d’une formation professionnalisante, au moins 50 % d’entre eux seront accompagnés pour une insertion à travers un emploi salarié et les autres seront soutenus dans l’élaboration d’un plan d’affaires et d’une demande de financement afin d’obtenir un crédit pour la création d’une micro-entreprise individuelle ou collective.

En termes de participation des jeunes filles, le projet est parvenu en 2018 à dépasser la cible initialement fixée, en formant et 771 filles, soit 38,6 % des participants (contre 35 % prévus). Les efforts d’intégration des filles se poursuivent en 2019 et portent notamment sur leur participation dans des filières traditionnellement « réservées » aux hommes, comme la mécanique ou l’électricité.

Au-delà de ces résultats immédiats et de l’intégration professionnelle et sociale des jeunes qui ont bénéficié du projet, la diversité et la qualité des offres de formation dans les régions d’Agadez et Zinder se sont améliorées au bénéfice des tous les jeunes de ces deux régions. L’identification des besoins en formation dans une douzaine de filières, la cartographie des entreprises artisanales et des centres de formation et le rehaussement du plateau technique des entreprises artisanales et des centres de formation ont en effet élargi l’éventail des métiers et des possibilités de formations pertinentes.

La diversification de l’offre de formation dans une logique de chaines de valeurs et le développement de mécanismes de pilotage du système par la demande ont par ailleurs revalorisé l’image de la formation professionnelle aux yeux des autorités, des employeurs, des parents, et en premier lieu, des jeunes.
