Costa Rica, located in Central America, is bordered by Nicaragua to the north and Panama to the south-east, with coastlines on the Pacific Ocean and the Caribbean Sea. The country is renowned for its exceptional biodiversity and environmental conservation efforts. Independent from Spain since 1821, Costa Rica abolished its army in 1949, devoting its resources to education and health.
Costa Rica had a population of around 5.21 million in 2024, with a relatively low density compared to its surface area of 51,100 km². The population is predominantly urban and of mixed race, with European, Amerindian and African influences. The literacy rate is high, at 98%.
Costa Rica has a diversified economy based on tourism, agriculture and services. The country is a regional leader in sustainable development and renewable energy, with almost 100% of its electricity coming from renewable sources. Costa Rica has also signed several free trade agreements, stimulating exports and foreign investment.
Costa Rica is a stable democracy with a strong commitment to human rights and environmental protection. The country has recently strengthened its climate change and conservation policies, aiming to become carbon neutral by 2050. On the social front, Costa Rica continues to make progress on gender equality and minority rights.
On 17 July 2023, the Republic of Costa Rica and the Grand Duchy of Luxembourg signed a bilateral cooperation agreement which defines, among other things, the main areas of intervention of Luxembourg Cooperation in Costa Rica, namely:
- socio-economic integration of women and young people;
- climate resilience and environmental sustainability;
- social cohesion and human rights.
The cross-cutting themes are inclusive and innovative finance and digital development.
In September 2023, the Embassy and LuxDev simultaneously opened their respective offices in the country. The LuxDev office is based in San José and covers the whole of Central America and the Caribbean. It works closely with the satellite office in El Salvador, which covers bilateral projects in that country.
