  MYANMAR - How to operate and maintain a water distribution system

  The project MYA/002 proceeded with setting up village water committees in the 6 villages that benefitted from the  installation of a household water distribution system  in 2018. These water committees will be in charge of its own operation and adequate maintenance of those systems.

  Each of the 6 water committees was trained on how to draw their water distribution system map, the general functioning of the water distribution systems, the use of the tools and spare parts in the maintenance kit, and also the chemical and physical characteristics of water.

  Given that most of these villages are located in a very remote area and access to education is very limited, the training was delivered in an applied learning by doing approach. Also, many villagers have never used tools such as wrenches or screwdrivers and need to get familiar with their use first.

  Apart from the schematics and the mechanical aspects of the water distribution systems did the project’s Operation and Maintenance expert also focused on team building and managerial aspects of the new water committees. Villagers are used to working with members of their family and have yet to fully understand the concepts of communitary work on common assets belonging to the village as a whole. The sharing of responsibilities and working in a team will be crucial for the proper maintenance of their respective water distribution systems.

  LAOS - Nurses and midwives receive short-term scholarships on High Risk Pregnancy and Nursing Care Management

  Six young nurse-midwifes from Bolikhamxay, Vientiane and Khammouane provincial hospitals recently received a 4-month training scholarship on “High Risk Pregnancy Management “at the Boromarajonani College of Nursing in Khon Kaen (BCNKK) in Thailand.

  In addition, the project offered scholarships to six young nurses, who are now working in intensive care or emergency units in the above-mentioned provincial hospitals. These students will study “Nursing Care Management for Trauma Patients" at the University of Khon Kaen, Faculty of Nursing.

  

  These 4-month intensive upgrading courses target the education of young and dynamic candidates. In terms of the beneficiaries, there is an even split between civil servants and volunteer staff.

  Investing in human resources for health is part of an ongoing effort of the LAO/027 project that aims to improve performance of health services delivery particularly for Maternal Neonatal and Child Health (MNCH) activities in the project areas.

  LAOS - Training Programme on International Law and Human RightsThe four-day training strengthened university lecturers’ knowledge of International Law

  The first of two training workshops on International Law and Human Rights took place in Savannakhet from 8 – 11 January 2019. The activity, jointly supported by the European Union’s Citizens’ Engagement for Good Governance and Accountability (EU-CEGGA) Programme and LuxDev LAO/031 project in coordination with the Department of Treaty and Law (DTL) of the Ministry of Foreign Affairs (MoFA) and the Faculty of Law and Political Science (FLP) of the National University of Laos, aims to consolidate and complement the legal knowledge of lecturers from the FLP, the Faculty of Law and Administration (FLA) of Champasak University, and Savannakhet University.

  Opening remarks were delivered by Mr. Bounkhong Phetdaohoung, Head of the International Relations Department of the FLP, Mrs. Viengvone Kittavong, Deputy Director General of DTL, Mr. Bryan Fornari, Head of Cooperation of the Delegation of the EU to Lao PDR, and Mr. Reginald Pastrana, Chief Technical Advisor of LAO/031. During four days, the participants benefited from an interactive training on international law - how it evolved and developed, its sources and especially its relationship with domestic law. Other insightful topics taken up involved jurisdiction and sovereignty, the Vienna Convention on the Law of Treaties, and the role of the United Nations and regional organisations in shaping international law. A core subject of discussion throughout the workshop was the application and adoption of international law and obligations into Lao law.

  Two resource people from the DTL presented the final two topics. One presenter was Dr. Jayampathy Wickramaratne, a human rights expert, a practicing lawyer and a Member of the Parliament of Sri Lanka who has previously worked in Lao PDR. He presented a number of legal jurisprudence cases from his native country. Dr. Jayampathy encouraged the active involvement of the participants and recommended that they use their existing expertise in specialised subjects.

  The training also fulfilled the lecturers’ different needs:

  • it provided them an opportunity to consolidate their knowledge of law;
  • answered their specific areas of interest and removed doubts; and
  • learned them legal concepts in English.

  By engaging local experts in the DTL, and by targeting lecturers as beneficiaries, it is hoped that this activity will promote sustainable results and provide knowledge that the teachers could apply and share in their own lectures.

  This activity marks the developing coordination between LAO/031 and the EU-CEGGA programme. Further cooperation is taking place with regard to the sourcing of books for the FLP Library. It was announced that the second training workshop will be scheduled later this year.

  SÉNÉGAL - Inauguration du centre de formation professionnelle à Nioro du Rip, financé par le Luxembourg

  C’est en grandes pompes que le président de la République du Sénégal M. Macky Sall et l’ambassadeur du Grand-Duché de Luxembourg, Mme Nicole Bintner-Bakshian ont inauguré ensemble, le 21 janvier, le centre de formation professionnelle du Nioro du Rip. Plus de 8 000 personnes sont venues saluer cette nouvelle réussite de la Coopération Sénégal – Luxembourg, lors d’une grande cérémonie où les discours de M. le Président et Mme l’Ambassadeur ont été ponctués de danses et d’intermèdes musicaux.

  Après deux ans de travaux, plus de 2 millions EUR de budget et plus de 250 000 briques en terre compressée posées, M. le Président et Mme l’Ambassadeur ont pu découper le ruban et découvrir ensemble les infrastructures d’un centre de formation local, innovant et respectueux de son environnement. Avec ses six filières de formation qui vont de la sérigraphie à l’agro-élevage en passant par l’hôtellerie, le centre de formation demeure flexible par sa conception en pouvant s’adapter à de nouveaux métiers selon les besoins du marché du travail.

  « Rapprocher les jeunes du marché du travail et rapprocher le marché du travail des jeunes par l’emploi, l’auto-emploi et l’entreprenariat », c’est sous cette devise que Mme l’Ambassadeur a rappelé l’engagement du Luxembourg pour l’insertion des jeunes sur le marché du travail au Sénégal. M. le Président a lui salué le lancement du nouveau Programme indicatif de coopération IV (2018-2022) et la Coopération de plus de 20 ans entre le Sénégal et le Luxembourg dans le domaine de la formation professionnelle.

  La coopération bilatérale entre les deux pays ne s’arrête cependant pas à cette réussite. Dès la semaine prochaine, c’est un autre centre de formation professionnelle que la Coopération Sénégal - Luxembourg inaugure dans la ville de Gossas. Plus que jamais, le Luxembourg renouvelle son engagement auprès des jeunes qui se forment aux métiers « essentiels et indispensables de nos sociétés, des métiers nobles et respectables » selon les mots de Mme Nicole Bintner-Bakshian, ambassadeur du Grand-Duché de Luxembourg.

  SÉNÉGAL - Les jeunes informés et les maîtres artisans équipés

  Pour cette 3e édition, la caravane Tekki Fii a sillonné les régions de Tambacounda et Kédougou du 14 au 18 janvier 2019 pour sensibiliser les jeunes de ces deux régions, situées à l’extrême est du Sénégal, sur les opportunités de réussite, de formation et d’emplois. Le projet ACEFOP en a profité pour procéder à la remise des équipements aux maîtres artisans de Kédougou.

  Pour les Tambacoundois, Tekki Fii est connue, il s’agit du deuxième passage de la caravane. Mais pour les jeunes Kédovins c’est une première !

  La région de Kédougou se trouve à plus de 700 km de Dakar. En dépit de la distance et de l’état des routes, l’unité mobile de la caravane Tekki Fii, avec à son bord les centres académiques de l’orientation scolaire et professionnelle et plusieurs partenaires, ont visité et informé les populations de Kédougou, Saraya et Salémata sur les formations, les possibilités d’accès au financement et les structures d’appui à l’insertion et à l’emploi existantes dans la région.

  L’occasion était trop belle ! Le projet ACEFOP a procédé, durant la caravane, à la cérémonie de remise des équipements à 30 maîtres artisans venus de Saraya, Salémata, Dindéfelo et Kédougou.

  Cinq métiers ont été sélectionnés par la Chambre des métiers de Kédougou pour bénéficier des appuis en équipements et en formations du projet : Transformation de produits agro-alimentaires (TPA), plomberie, mécanique automobile, menuiserie métallique et Fabrication d’outillage et de machinerie agricole (FOMA).

  Les maîtres artisans forment chacun au moins six apprentis qui iront vers la certification au terme de 18 mois d’apprentissage pratique et théorique en alternance dans les ateliers et dans les établissements de formation professionnelle.

  Développer la région grâce aux achats locaux

  L’innovation apportée au cours de cet appui c’est que l’essentiel des équipements fournis aux artisans a été fabriqué par les artisans eux-mêmes. Les tenues de travail, quant à elles ont été réalisées par les filières couture/habillement des centres de formation professionnelle. Le projet a privilégié les achats locaux en valorisant le savoir-faire des artisans et des établissements. Cette initiative a été très positivement reçue par les autorités locales et par tous les acteurs des cinq régions.

  Pour certains, il s’agissait d’une première expérience de commande publique qui mène, assurément, vers une plus grande professionnalisation des pratiques et services rendus.

  BURKINA FASO - Lancement du projet d'appui à la gestion durable des ressources forestières (BKF/023)

  Le nouvel appui luxembourgeois à la gestion durable des ressources forestières (AGREF) a été lancé le vendredi 18 janvier 2019 par le ministre de l’Environnement, de l’Économie verte et du Changement climatique, Nestor Batio Bassière, et le chargé d’affaires de l’ambassade du Grand-Duché de Luxembourg au Burkina Faso, Max Lamesch. Ont également pris part à ce lancement, le premier vice-président de l’Assemblée nationale, des membres du gouvernement burkinabè ainsi que les autorités régionales et communales. Cet appui de 17 MEUR s’inscrit directement dans le 3e Programme indicatif de coopération entre le Burkina Faso et le Grand-Duché de Luxembourg qui définit la gestion durable des ressources naturelles comme un des trois secteurs de concentration au Burkina Faso.

  

  La cérémonie de lancement a eu lieu en lisière de la forêt de Diendérosso, dans la commune de Bobo-Dioulasso, où a démarré, en octobre 2002, l’appui soutenu du Luxembourg au secteur forestier avec le projet BKF/007 - Projet d’aménagement participatif des forêts classées de Diendéresso et du Kou. Ce projet a été suivi dès 2007 par le projet BKF/012 - Projet d’appui à la gestion des ressources naturelles dans le bassin de Bobo-Dioulasso. Ces deux projets ont permis, entre autres, la restauration et l’aménagement des forêts classées de Diendérosso et du Kou, la mise en place et l’organisation de premiers groupements de gestion forestière et de leur union, l’appui à des associations pour la gestion durable et l’exploitation de produits forestiers non ligneux et l’aménagement de la forêt du Kou au profit d’activités écotouristiques et éducatives.

  Dès 2010, le Luxembourg a également appuyé le ministère de l’Environnement pour l’élaboration du second inventaire forestier national, imprimé fin 2018 pour une large diffusion auprès des acteurs du secteur.

  Passant de l’échelle locale à l’échelle nationale, le Luxembourg, ensemble avec la Suède, a, de 2012 à 2018, appuyé le programme d’appui au secteur forestier mis en œuvre par le ministère de l’Environnement, de l’Économie verte et du Changement climatique. Cet appui a permis de mieux préparer ce ministère à une gestion durable de la ressource et de le doter d’outils essentiels, de mener des actions concrètes d’aménagement sur le terrain et d’appuyer 370 porteurs de projets actifs dans le domaine de l’environnement à travers des subventions à leurs initiatives.

  Avec l’AGREF, le Luxembourg poursuit son soutien constant au secteur de la gestion des ressources forestières. Tout en consolidant les acquis du programme d’appui au secteur forestier, ce nouvel appui mettra l’accent sur des actions concrètes d’aménagement et de gestion durable des ressources forestières ligneuses et non ligneuses et poursuivra les efforts de renforcement des capacités aux niveaux central, déconcentré, décentralisé et au profit de tous les acteurs du secteur.

  L’AGREF a ainsi pour objectif de contribuer à la protection et à la valorisation durable des ressources forestières en assurant un environnement sain aux populations. Prévu pour une durée de trois ans et demi, cet appui est structuré en quatre grandes composantes alignées sur le nouveau budget programme du ministère de l’Environnement de l’Économie verte et du Changement climatique. La composante 1 vise la gestion durable des ressources forestières. L’objectif de la composante 2 est d’améliorer la gouvernance environnementale en vue d’un développement durable. La composante 3 consiste à assurer la transition du Burkina Faso vers une économie verte inclusive. Enfin la composante 4 cherche à améliorer l’efficience et l’efficacité des interventions du ministère de l’Environnement. Comme le Programme d’appui au secteur forestier, l’AGREF sera mis en œuvre en exécution nationale en s’alignant sur les processus de planification, de programmation, d’exécution, de suivi-évaluation, de reporting et de pilotage du ministère de l’Environnement.

  Parmi les résultats majeurs attendus, on peut noter l’optimisation des filières forestières, l’amélioration de la protection des ressources forestières, l’optimisation des reboisements et de la reforestation, la diversification des ressources alimentaires et des sources de revenus. Bien que d’envergure nationale, les appuis seront concentrés dans trois régions prioritaires à savoir les Hauts-Bassins, le Centre-Ouest et l’Est du Burkina Faso.

  KOSOVO - Health Institutions present their 2018 results

  On 13 December 2018, Project KSV/017 supported the Kosovo Hospital University Clinical Service (KHUCS) in organising an end-of-year event, aimed at presenting the progress of Kosovo Health Institutions during 2018, especially the General Hospitals of Prizren and Gjilan which are supported by the Project. The Minister of Health, Uran Ismajli, the Director General of KHUCS, Dr. Basri Sejdi, the Director of the General Hospital of Gjilan, Dr. Nisret Hajrullahu, and the director of the General Hospital of Prizren, Prof. Dr. Afrim Avdaj, presented the achievements of their respective institutions.

  

  Minister Ismaili indicated that when priority is given to the healthcare investment, the health workers will be motivated to restore the dignity of the hospitals. The aim of these investments in the healthcare system is that the patients perceive public medical institutions as a place where adequate healthcare services are provided.

  He further said that there has been a degradation of the health system for a long time, especially in institutional care, which has led to patients’ suffering and dissatisfaction.

  The lack of motivation of the medical staff and the lack of medical equipment’s is limiting the potential of doctors to perform their job properly.   “Today, we have started with big investments, we are increasing the budget from year to year and we are also urged to see to the increase of salaries of health workers" added Ismaili

  The Minister called 2018 an intensive and successful year, stating that public health institutions were more committed to their work and the patients were able to access more quality services.

  He expressed the hope that 2019 would be an even more successful year, with more funds available, improved infrastructure, further modernisation and more advanced medical equipment. He also indicated the Ministry’s focus for 2019 will be the implementation of health insurance.

  Dardan Parduzi, Head of Contracting Healthcare Services aat KHUCS, presented their results which included investments in new medical infrastructure and equipment that have contributed to improving working conditions for healthcare staff and benefitted patients.

  The achievements presented by the Directors of the General Hospital of Prizren and Gjilan included: an increase of own source revenues, a decrease of utility expenses and the provision of new services. Both Directors confirmed the introduction of the following documents within hospital units aimed at the improvement of service provision:

  Among the priorities for the future, the Director of Prizren General Hospital highlighted the construction of the Mother and Child Facility and the provision of Invasive Cardiology, as well as Oncology Services. He further stated the Government’s intention of turning the General Hospital of Prizren into the Second University Clinical Centre in Kosovo.

  During the event, the working groups of the Prizren and Gjilan Hospitals also presented brochures that were developed to better inform patients of possible diseases:

  KOSOVO - A new innovative platform for the provision of Career Orientation, Job Placement and the management of Technical and Vocational Education and Training (TVET) schools

  One of the most significant components supported by Project KSV/020 is the upgrading of the Career Guidance Information Systems (CGIS) into a more comprehensive instrument serving the Business Model Office of TVET schools in Kosovo. This commitment signifies a continuation and expansion of the support provided by Project KSV/015 for the development of a series of tools and applications that will improve the provision of students’ career orientation, job placement and management services, boosting the TVET sector in the whole country. The list of activities and events planned for this component aims at developing the provision of a international standard career guidance services in Kosovo, which were almost non-existent. The current CGIS, namely Busulla.com, will be upgraded and enriched with additional features that will transform it into a user-friendly tool that will be used by different stakeholders engaged in the education and career guidance sector in Kosovo.

  These innovative features will facilitate the updating of Occupational Standards and Curricula, the acquisition of labour market information (which will then be fed into the Education Management Information System (EMIS) of the MEST) and will digitalise some TVET school management practices. The most significant applications of the upgraded platform are: the Industrial Liaison Tool, the Training need analysis (TNA) and Skills and Knowledge Need Assessment (SKNA) web portal interface, the Busulla Mobile application on IOS and Android, the Basic Check Potential Assessment tests and the digitalization of VET Schools monitoring and evaluation (M&E) system. In order to ensure an effective roll-out at a national level, the Project will train master trainers. The next step will be the implementation of a large-scale training programme involving the staff of schools, municipalities, public and private institutions in the use of all the CGIS functionalities.

  Launch of Project KSV/020 – Support to Vocational Education and Training Reform in Kosovo – Phase 2

  On 15 November 2018, LuxDev launched the Project KSV/020, representing the second phase of support in the process of implementation of the VET reform in Kosovo lead by the Ministry of Education, Science and Technology (MEST). The general objective of the Project is the provision of support for the creation of a technical workforce that is relevant to the social and economic development of Kosovo through the improvement of the TVET system and delivery. The Project duration is of four years

  Throughout the event, participants who represented all the main stakeholders of the VET sector in Kosovo (local government and municipalities, civil society, project beneficiaries, and Donor Funded Projects Representatives) were informed about the results achieved under the predecessor Project KSV/015 and the main components planned under the new Project, representing a natural bridging of activities between two phases of the intervention. The results already achieved at the beginning of the new Project were the precise identification of the Project beneficiary schools and the formalisation of the agreement with the Municipality of Prishtina for the upgrade of Gjin Gazulli Technical School into a Centre of Competence for Information and Communication Technologies (ICT).

  

  The representatives of the MEST, led by Minister Shyqiri Bytyqi, welcomed the continuous support provided by the Government of Grand Duchy of Luxembourg and the technical assistance by LuxDev, highlighting the relevance and effectiveness of the activities implemented in the path of promoting national reforms in the VET sector in Kosovo. The Project is assisting with the development of a new concept of VET institutions, VET governing structure and VET financing vision focusing on financial sustainability. Along with the expression of gratitude, MEST representatives officially presented two crucially important components of the new phase of the intervention: the draft of the VET Schools Business Model (BM) Manual and future developments of the supported Career Guidance Information System (CGIS).

  The draft of the BM manual developed by the Project, was endorsed as the official manual of the MEST and will be used in all VET schools in Kosovo. A presentation was made of additional innovative features to be developed for the CGIS, called Busulla (busulla.com). It has been officially recognised as the National System for the provision of CG services in Kosovo and its link included in the MEST website. The signing of MoUs between a new larger number of Municipality Education Directorates and the Busulla service provider, represented a further step towards the financial sustainability of the whole component.

  KOSOVO - Supporting the hospital sector

  During 2018, Project KSV/017 supported the General Hospitals of Gjilan and Prizren in introducing quality improvement tools in selected departments. A series of workshops with the clinical and administrative staff of the hospitals introduced them to the basic principles of quality management and enabled them to apply what they learned. There were two main directions of work. The first was the development of standards of operations and related documents for the most common clinical procedures in selected departments of both hospitals. Gjilan Hospital developed the material for stroke, heart insufficiency and chronic obstructive pulmonary disease. Prizren Hospital addressed appendectomy, cholecystectomy and abdominal hernia repair. The second direction involved working groups engaged in the development of regulations that defined the structural aspects of quality standards for each hospital.

  

  With the assistance of KSV/017, the Gjilan Hospital team produced following documents:

  Scope of services for internal medicine department; Medical equipment policy; Assessment of patient condition; Nursing plan; Discharge planning process; Medical history; Physical examination.

  Prizren Hospital team developed following documents:

  Scope of services for the surgery department; Medical equipment policy; Operating room register and equipment checklist; Anesthesia procedures; Regulation of sterilization and disinfection.

  It was an intensive process of learning, information sharing and brainstorming. Normally, the technical team of KSV/017 would work with individual hospital teams until the products were in their advanced form. This time, however, the use of shared workshops enabled both hospitals to learn from and exchange with each other. This provided an opportunity for reviewing and fine tuning all products being developed, including the standards of operation and the regulations that defined quality standards.

  At the beginning, Project support was primarily focused on the development of the staff’s capacities in both hospitals. The first improvements and changes of practices are now visible. Tens of staff in both hospitals have benefited from the development of quality standards related to practice or to structural aspects of quality assurance. The level of their participation and individual contribution to the development of each quality instrument is a testimony to the impact of the project on their professional capacity. Staff from both hospitals have lead the efforts, reviewed the materials, came up with better ideas and worked collaboratively. At practice level, the signs of change are visible, with the alignment of care provision to new quality standards. Gjilian has implemented the systematic use of spirometry for diagnosis of chronic obstructive pulmonary disease. The nurses are more prepared and better informed, providing better care and sharing more information with patients especially in the Coronary Department. In the Neurology Department there is now a clear drive to reshape the outlook of the facility.

  

  In Prizren, medical staff has harmonised their procedures in surgical care. The amount of variation of practice among specialists in the performance of appendectomy, cholecystectomy and hernia repair has started to diminish as they follow the standards of operation. Both hospitals, after an initial quality standards assessment by the KSV/017 team, have generated ideas and discussed a course of actions that will address existing bottlenecks in the provision of healthcare in their respective hospitals. With a strong support of the Ministry of Health and Kosovo Hospital University Clinical Services (KHUCS), the Project will pursue the goal of supporting secondary healthcare institutions in the improvement of quality of healthcare provision. It’s hoped that the processes used and results obtained will serve as model for other secondary hospitals.
