CABO VERDE - Cyber security training
From 30.10.2023 to 03.11.2023, LuxDev organised a training in cybersecurity in Praia, Cabo Verde, for about 40 technical professionals - 15% of whom were women - representing various Cape Verdean entities, both public and private. The training is part of the AU-EU D4D Hub project funded by the European Union.
The cyber security training is the first action in an activity that also includes a study trip to Luxembourg. It aims to provide participants with modern risk assessment skills and improve their understanding of the security incident management process, while also mastering the techniques and software tools used in incident response.
This initiative was designed with the Cape Verdean Ministry in charge of the Digital Economy - the main partner - and carried out with the Luxembourg House of Cybersecurity (delivery of content) and the Parque Tecnológico Arquipélago Digital de Cabo Verde (logistics support).
The first day of the training was marked by an opening ceremony presided over by the Secretary of State for the Digital Economy, and also attended by the Chargé d'Affaires of the Luxembourg embassy, and the Chargé d'Affaires of the European Union delegation. The cybersecurity is of strategic importance for Cabo Verde, which is positioning itself as a regional digital hub. The Cape Verdean government's efforts are aimed at strengthening the country's resilience to cyber attacks. Both Luxembourg and the European Union are interested in supporting the government in this endeavour, as part of the Team Europe approach.

At the end of the four days of training, which alternated between presentations and interactive workshops, while working on real case studies, participants were able to acquire the skills needed to:
- carry out an effective risk analysis using the MONARC tool, in compliance with ISO 27005;
- understand the incident response lifecycle and the different attack vectors that can constitute a threat;
- conduct an incident investigation and apply the techniques learned for incident response;
- know how to use MISP (Threat Intelligence Sharing Platform) as a tool for sharing threat intelligence and learning best practice.

Feedback from participants on the quality of the training was very positive. What they learn during the training is directly applicable to their day-to-day work.
The second action, relating to the study trip, is scheduled for early February 2024 and includes exchanges with key actors in the Luxembourg ecosystem, training in cybersecurity management and a cyber-attack crisis management simulation exercise.
