The African Union - European Union (AU-EU) Digital for Development (D4D) Hub is an innovative project that promotes collaboration between African and European stakeholders to build a joint digital future. The project supports African institutions to lay grounds for an inclusive digital transformation. It offers a comprehensive package of services, products and activities aimed at creating an enabling environment for Africa to seize the digitalisation opportunities, namely:

  • providing technical assistance to increase the capability of regional and national institutions to develop and operationalise digital transformation plans;
  • facilitating exchanges of knowledge (experiences, skills and expertise) between African and European stakeholders;
  • organising dialogues between actors from the digital ecosystem to support participative policymaking and foster new partnerships.​

In a true Team Europe spirit, the project brings together the European Union and five of its Member States to leverage expertise and resources to advance digital cooperation with Africa. The Luxembourg Government is a funding partner of the AU-EU D4D Hub and LuxDev directly participates in its implementation together with Enabel, GIZ, MFA Estonia, AFD and Expertise France. 

The AU-EU D4D Hub is part of the D4D Hub, an EU-led multi-stakeholder platform that promotes global partnerships to ensure that digital technologies improve lives worldwide.

  • Technological innovation in support of climate actionSeminar organised as part of African Microfinance Week in Lomé, Togo

    As part of African Microfinance Week in Lomé, Togo, LuxDev is organising a workshop on technological innovation in support of climate action on 16 October from 9am to 5pm.

    Digitalisation could represent a major asset in facilitating the adoption of resilient and environmentally sustainable practices with a view to developing sustainable inclusive finance in Africa. Digital transformation is a key factor in tackling climate change.

    LuxDev is organising this workshop to analyse the potential of digital data and emerging technologies in accelerating the attainment of climate objectives.  

    Taking a multi-stakeholder approach and involving experts and practitioners, it aims to formulate recommendations for innovative and responsible climate action in Africa.

    This event is organised by LuxDev as part of the AU-EU D4D Hub project, which is co-financed by the European Union and implemented jointly by Enabel, GIZ, MFA Estonia, e-GA, ITL, AFD, Expertise France and LuxDev.  

  • The AU-EU D4D Hub organises a reporting trip to Estonia for African journalists to attend the e-Governance Conference 2023

    The e-Governance Conference, the most influential e-governance event in the international arena, brings together strategists, decision-makers, policy implementers, and donors to chart a future course for digital governance. The e-Governance Academy has organised this annual event since 2015.

    The 2023 edition will be co-organised with Estonia’s Ministry of Foreign Affairs under the theme “Digital Innovation as Catalyst for Social Change”. The event will take place on 30-31 May in Tallinn and online.

    For the second year in a row, the AU-EU Digital for Development (D4D) Hub is joining the e-Governance Conference. In line with its mission of supporting African institutions to lay grounds for an inclusive and sustainable digital transformation, the AU-EU D4D Hub will support the participation of an African delegation and host a dialogue between African and European digital stakeholders.

    With the objective of promoting a broader public debate on e-governance across the African continent and ensuring that the outcomes of such dialogue permeate to other sectors of society, the AU-EU D4D Hub is sponsoring a reporting trip for three African journalists to attend the e-Governance Conference in person.

    The selected journalists will be provided with learning and interview opportunities to help them report on stories related to the continent’s digital transformation and cooperation initiatives between African and European partners.

  • The AU-EU D4D Hub releases its annual report 2022 “Stronger partnerships for a prosperous digital future”

    For five years, Africa and Europe have embarked on a journey to deepen their digital cooperation and shape a joint digital future – a future where digital advancements foster innovation and job creation, contribute to building more inclusive societies, and accelerate the green transition.

    In 2022, the AU-EU D4D Hub consolidated its role as an enabler of this shared vision. Serving as an entry point to access technical expertise on human-centric digital transformation, the project has become a dynamic facilitator of collaboration between Team Europe (including the European Union and its Member States) and African countries. As such, its activities contribute to strengthening the AU-EU strategic partnership and meeting the ambitions of the Global Gateway.

    Key milestones achieved in 2022 include the coordination of the Africa-Europe D4D Hub Multi-Stakeholder Forum, the launch of the D4D Access knowledge platform, and the rolling out of demand-driven technical assistance. 

    As a result of a firm commitment to tailoring its services to meet countries’ needs, the AU-EU D4D Hub has contributed to finding synergies between African and European institutions and creating new opportunities for partnerships in the digital field – a valuable undertaking that will continue throughout 2023.

  • D4D Hub is recruiting a D4D Strategy and Policy Expert

It provides demand-driven technical assistance, promotes knowledge-sharing and facilitates multi-stakeholder dialogues. 

    In a true Team Europe spirit, the project brings together the European Union and five of its Member States to leverage expertise and resources to advance digital cooperation with Africa. The Luxembourg Government is a funding partner of the AU-EU D4D Hub and LuxDev directly participates in its implementation together with Enabel, GIZ, MFA Estonia, AFD and Expertise France. 

    In this context, Enabel is recruiting a D4D Strategy and Policy Expert to ensure the strategic and operational management of D4D initiatives with its partners.

  • Call for contributions for the International Women’s Day 2023

    The theme of International Women’s Day 2023 is “DigitALL: Innovation and technology for gender equality” in an effort to recognize and celebrate the women and girls who are championing the advancement of transformative technology and digital education.

    The observance will explore the impact of the digital gender gap on widening economic and social inequalities, and it will also spotlight the importance of protecting the rights of women and girls in digital spaces and addressing online and ICT-facilitated gender-based violence.

    Seeking to take part in the debate and increase the visibility of this important topic, the AU-EU D4D Hub project (of which LuxDev is an implementing partner) is launching an open call for contributions for its digital community in Africa and Europe to share their views on how the digital revolution can empower women and foster gender equality and inclusion.

    The call for contributions is open from 13-28 February. A summary of the main takeaways will then be published on our website on 8 March. All stakeholders are invited to share their views, but we are particularly eager to listen to the voices of women, youth, and grassroots organisations.
