VIETNAM - A new project entrusted to LuxDev by the Green Climate Fund
On 18 July 2024, Manuel TONNAR, Director General of LuxDev, signed the funded activity agreement with the Green Climate Fund (GCF) for the “Climate adaptation and resilience in Thua Thien Hue Province” (CARe Hue) project in Vietnam.
With the approval from the GCF, the CARe Hue project has secured a total investment of USD 10 million. This includes USD 8.65 million from the GCF, supplemented by co-financing from Luxembourg International Climate Finance and the Vietnamese government. The project, set to span five years, is designed to strengthen the resilience of local communities and ecosystems against the adverse effects of climate change at a time when Vietnam is one of the countries most exposed to climate change. In particular, the province of Thua Thien Hue is highly exposed to climate-related hazards – including storms, floods, droughts, coastal and river erosion, and soil and water salinisation – and is vulnerable to the effects of climate change which are already affecting livelihoods and the ecosystems on which they rely. The agriculture-dependent population is particularly at risk, with climate change adversely affecting crop yields, leading to food insecurity and economic losses.
This new project builds on the experience and lessons learned of previous projects implemented by LuxDev in collaboration with the Government of Vietnam ("Climate adaptation and resilience in Thua Thien Hue Province project" and "Project for local development and adaptation to climate change impacts in the lagoon area of the Thua Thien Hue Province" as well as "Energy efficient lighting nationally appropriate mitigation action pilot in Hue City project").
To meet the above issues, the project will implement activities focused on strengthening the institutional framework for climate change adaptation, enhancing climate-resilient planning, and supporting for scaling ecosystem-based adaptation. Il will work with producers and local financial institutions to support the development of climate-resilient value chains and of financial products attuned to the characteristics of climate-resilient agriculture. It will also invest in improving the early warning system in the region and sustainably managing 115,900 hectares of agricultural and forested land.
With a strong inclusive approach, the project will adopt a community based adaptation and a participatory planning process.
Helping more than 700,000 people, the project seeks to further support Thua Thien Hue’s transition to a climate-resilient development pathway and establish it as a model province for climate change adaptation planning, investing, and monitoring.
As a reminder, LuxDev has been accredited by GCF to implement projects since 2019.
