CABO VERDE : towards the issuance of green titles
The training on the issuance of green bonds took place from September 15th to the 18th, via video conference, as has been the practice in times of pandemic, with 29 participants namely from the Ministry of Finance, Ministry of Environment, the Central Bank, the Stock Exchange, commercial banks and private entities, among other players in the Cabo Verde's capital market. The training aimed at briefing national institutions and private actors on general and specific aspects related to the issue of Green Bonds.
The training covered the foreseen development of green bonds in Cabo Verde and its opportunities, sustainable finance and green titles' principles, market dynamics, information management and price labelling, analysis, certification, policies, incentives, market development and verification process for its issuance.
The use of Green Bonds as an alternative financing instrument to traditional bank financing is a global trend and the issue of CV Green Bonds is a strategic step towards obtaining the necessary resources to support the achievement of the objectives established under the National Program for Sustainable Energy (PNSE). This innovative instrument could bring excellent financing benefits to the country.
This training session was given by the Climate Bonds Initiative (CBI) and organized by the National Directorate for Industry, Commerce and Energy in partnership with the Cabo Verde's Stock Exchange (BVC) and is part of the initiative "Development of Green Bonds of Cabo Verde", within the scope of the Program for the Support of Renewable Energy Sector (PASER), funded by the Luxembourg Cooperation. One of the main objectives of PASER is to support the reduction and mitigation of financial barriers in the Renewable Energy sector, in order to build up necessary conditions for a greater contribution from the private sector and civil society under the country’s energy transition and that the country will gain more sustainable projects financed and executed, thus contributing to achieve its national objectives.
