Our Mali office

Cooperation relations between Mali and the Grand Duchy of Luxembourg date back to 1998, when the first General Cooperation Agreement was signed. In 2003, the first Indicative Cooperation Programme (ICP), with an indicative budget of 19.4 million euros, was concluded for a period of four years. A second and third ICP followed, each with a budget of over 55 million euros.

In 2021, a transition strategy was put in place and ICP III programmes were extended until 31 December 2022 to ensure continuity in bilateral cooperation. A second extension has been signed, extending the programmes until 30 June 2025.

The implementation of this transition strategy reflects the intensity of the long-standing bilateral relations between Mali and Luxembourg and Luxembourg's willingness to contribute to the democratic consolidation of the Malian state. 

Since the first ICP, LuxDev has mainly targeted the sectors of training and professional insertion, decentralisation and governance as well as rural development and food security in Mali. Currently, the programmes implemented by LuxDev are mainly in the regions of Ségou and Sikasso and, from 2022, in the district of Bamako.

In line with the orientations given in the ICP III, these interventions aim at an alignment with national strategies and policies and a real delegation of the implementation of the planned actions to national partners. This delegation is accompanied by a capacity building and technical assistance component for the benefit of national partners.

In 2017, the Mali office, which was previously a branch of the LuxDev office in Dakar, was transformed into a fully-fledged country office. It oversees the entire LuxDev portfolio in Mali. Its role is to represent, supervise and guide the programmes, coordinate, advise and arbitrate in the most complex situations.
