The aim of programme “Health and Social Protection” is to improve the access to the health care system, its quality, equity and efficiency.

The programme follows the priorities of the Senegalese Health and Social Action Ministry with a special focus on the mother and child health as well as the epidemiological transition.

The area of deployment (part of Indicative Cooperation Programme IV) covers seven medical regions with a population of 6,900,000, i.e. 45% of Senegal’s population.

The programme’s interventions are designed around four main areas:

  • consolidate the offer of health care services in the districts;
  • consolidate the offer of health care services in the hospitals;
  • strengthen the health insurance and social protection;
  • improve the sectorial governance.

The programme includes three main priorities:

  • strengthen the structure for the processing of the urgencies;
  • contribute to the professionalization of the local health insurances;
  • support the regionalisation of the sectorial policy and the transition to a result-oriented management of the health care system.

The programme is mainly processed under national execution via the budgeted aid. This instrument has already been used during the last cooperation programme.

The implementation by LuxDev is materialised through the mobilisation of expertise, the capacity strengthening and the partnerships developed with the civil society involved in the sector of health and social action.

This programme is fully financed by the Luxembourg Cooperation and benefits from a budget of 26,000,000 EUR over a period of 54 months.
