Final evaluation

The Indicative Cooperation Programme (ICP) 2007-2011 concentrates its activities on the following sectors:

  1. technical education, vocational training and socio-professional integration,
  2. basic healthcare, drinking water supply, sanitation, hygiene, and food security,
  3. good governance and promotion of a culture of peace.

This multidisciplinary approach deals with administrative, political, economic and social domains and engages public services and the local authorities, which only recently gained their new powers, and the communal and professional organisations.

In order to take this complexity into account, the various interventions under the ICP are complemented by an accompanying component of the programmes, which aims to promote good governance, and an appeasement culture. Furthermore it has the mandate to supervise the coherence of all the activities covered by the bilateral sector-based programmes. More specifically, the exact objective is to promote an institutional framework, which favours good governance practices. In this context, strengthening the planning and management capacities, being aware of the multidisciplinary problems and reinforcing social equity are essential issues that need to be addressed while implementing the programmes.

In this sense, governance is strengthened through the support given to the decentralisation process. All the actors involved in this process will be confirmed in their respective roles and responsibilities, which range from the execution of skills transferred in complete transparency to citizen participation and control.
