Final evaluation

The main purpose of the project's second phase (FODEMO II), was to build upon and consolidate the achievements of the first phase by strengthening the operational capacities of the forestry institutions and actors of Montenegro. It contributed to the revision of the forest management and planning system in a more strategic and comprehensive framework for the forest sector development.

The project has contributed to bring significant changes to both legislative and institutional frameworks closer to EU standards and legislation. FODEMO II achieved a strategic shift of focus from fragmentary technical interventions towards a more coherent and policy-based vision of support with emphasis placed on policy development for the forestry sector in Montenegro.

The project also supported the establishment of a dynamic and sustainable market in modern woodfuels as a key source of renewable energy and rural economic activity for Montenegro.
