The Technical Assistance Programme for the Governance of integrating the Education-Training-Employment (EFE - PAGPI) Policy was initiated following a request by the Cape Verdean authorities under the Indicative Cooperation Programme III. It is a logical progression from the Support Policy Support Programme (SPSP) that accompanied the formulation process of the integrated Education-Training-Employment policy, which was led by the Cape Verdean authorities between September 2012 and April 2013.

The Technical Assistance Programme supports the Government of Cabo Verde in order to obtain the following key results:

  •     increase the school occupancy rate of the Cape Verdean population, especially young people (15-25 years);
  •     increase youth employment ;
  •     increase the number of people enrolled in technical or vocational education / qualification.

The technical assistance program is supporting the Government of Cabo Verde and the dual objective of capacity building for the effective and efficient implementation of the Education-Training-Employment policy as well as mitigating the risk of non-absorption of funds by actors who will execute projects within this policy .
