Leading change in digital e-governance

From 2 to 6 February 2026, the Cabinet Office of the Lao Ministry of Justice (MoJ) conducted an intensive e-office training programme for administrative and finance staff from the MoJ and the National Institute of Justice (NIJ). The initiative, supported by the Rule of law, access to justice, and good governance (ROLAG) programme, marks a significant step forward in strengthening digital governance within the justice sector.
Purpose and objective
The training is aligned with Decision No. 290 (17 August 2022), through which the government of the Lao PDR introduced e-governance systems to enhance administrative efficiency and improve public service delivery. While these digital platforms represent a major leap towards modernisation, they are still relatively new to many MoJ staff. Building institutional capacity is therefore critical to ensuring their effective, consistent and sustainable use across departments.
Designed with a strong hands-on and practical focus, the programme equipped participants with essential skills in core digital tools, including G-Chat, G-Drive, TrueConf, official email systems, and G-Web. The objective is clear : to boost technical competence, confidence, and day-to-day application of e-office systems in routine administrative work.
The opening session was honorably chaired by Mr Khamphou THILAKHOU, head of the MoJ's Cabinet Office, Mr Khamphone SIPASERT, director of the MoJ’s International Cooperation Department, and Dr Reginald PASTRANA, senior sectoral adviser to the ROLAG programme. The training was delivered by expert facilitators from the Ministry of Technology and Communications and brought together more than 25 participants from various MoJ departments and the NIJ.
In his opening remarks, Mr Khamphou THILAKHOU highlighted the strategic importance of the initiative :
This training is crucial for strengthening the capacity of MoJ staff and for building a strong foundation for justice, the rule of law, and good governance.

Dr Reginald PASTRANA further emphasised that the e-office initiative runs in parallel with LuxDev’s cross-cutting priority on digital governance, highlighting its role in reinforcing institutional efficiency, transparency and accountability across the justice sector.
Throughout the programme, participants actively engaged in practical exercises, group discussions, and peer learning, fostering collaboration and knowledge exchange. This interactive approach ensures that staff are not only familiar with digital systems but also prepared to support the broader transition towards e-governance.
This training marks an important milestone in administrative reform and digital transformation within the justice sector. It reflects the strong commitment of the government of the Lao PDR, together with its development partners, to modernise public administration and to deliver more efficient, transparent and effective public services.
About the programme
The ROLAG programme is financed by the Grand Duchy of Luxembourg and jointly implemented by the Ministry of Education and Sports, the Ministry of Justice, LuxDev, the Luxembourg Development Cooperation Agency, ILSTA and the University of Luxembourg.
