From partnership to practice: National University of Laos expands legal education ties in Vietnam

Strong legal education depends on strong partnerships. Supported by the Rule of law, access to justice and good governance (ROLAG) programme, the National University of Laos (NUOL) undertook a mission to two leading Vietnamese universities from 14 to 15 September 2026 to deepen regional academic cooperation. Led by Vice President Associate Professor Dr Ounla SIVANPHENG and Dean of the Faculty of Law and Political Science, Associate Professor Dr Somdeth KEOVONGSACK, the delegation engaged with counterparts at Ho Chi Minh City University of Law (ULAW) and Ton Duc Thang University, strengthening opportunities for legal research, teaching and professional development.

A key milestone of the visit was the signing of a Memorandum of Understanding between NUOL and ULAW. The agreement establishes a framework for cooperation in training, research and academic exchange, while setting priorities for the 2026–2028 period. Areas of collaboration include faculty development, student exchanges, comparative legal research and support for NUOL's newly established doctoral programme in law. ULAW also expressed its commitment to supporting NUOL faculty members and students through scholarship opportunities.

The delegation also visited Ton Duc Thang University, building on an existing cooperation agreement signed in 2024. Discussions focused on expanding collaboration in joint research, academic seminars, staff and student mobility, potential joint study programmes, and scholarship opportunities for the 2026–2029 period. During their stay in Ho Chi Minh City, the delegation also paid a courtesy call to the Lao Vice Consul.

Beyond the agreements and discussions, the mission reflected a shared commitment to strengthening legal education and academic excellence across the region. By connecting institutions, expertise and opportunities, these partnerships aim to enhance teaching and research capacity while creating new pathways for students and lecturers to engage in international academic exchange.

The success of these partnerships will ultimately be measured by their practical impact : improved learning opportunities, stronger academic cooperation and a new generation of legal professionals equipped with the knowledge and skills needed to contribute to Laos' evolving legal and governance landscape.
