On 9 March 2026, Max GLESENER, director of programmes at LuxDev, visited the Faculty of Law and Administration (FLA) of Champasak University as part of his regional mission to Cambodia, Laos and Vietnam. He was accompanied by Robert DE WAHA, regional representative for the LuxDev Asia Office, and Dr Reginald PASTRANA, senior sectoral adviser for the Rule of law, access to justice, and good governance (ROLAG) programme.


A board vision

The delegation was warmly welcomed by Dr Phonesavanh THEPPHASOULITHONE, president of Champasak University, and Phatsany PHOUVANH, dean of the FLA. In his remarks, Mr GLESENER praised the faculty and students for their dedication, especially as the visit coincided with International Women’s Day.

The visit highlighted LuxDev’s continued support for legal education through the ROLAG programme, building on the achievements of the previous Support project to legal teaching and training and to the promotion of the rule of law concept in Laos (2017–2022). Key initiatives include strengthening curriculum development, enhancing faculty capacity, renovating classrooms, introducing digital learning tools, and supporting the university’s transition to outcome-based education.

A highlight of the visit was an engaging dialogue with students in a newly renovated classroom and a tour of the FLA library showcasing its digital resources. The delegation also observed the ongoing training on outcome-based education aimed at developing future-ready legal professionals.

Mr GLESENER underscored the broader vision of the partnership, noting that investments in education are ultimately investments in people, justice, and the future of the rule of law in Laos.

The ROLAG programme is financed by the Grand Duchy of Luxembourg and jointly implemented by the Ministry of Education and Sports, the Ministry of Justice, LuxDev, the Luxembourg Development Cooperation Agency, ILSTA and the University of Luxembourg.
