Launch of guidelines for two financial mechanisms

LuxDev, the Luxembourg Development Cooperation Agency, together with the Kosovo Energy Efficiency Fund (KEEF), proudly marked an important milestone in strengthening Kosovo’s energy transition with the launch of new guidelines for financing mechanisms dedicated to the residential and small- and medium-sized enterprises sectors.
Strengthening inclusive financing for energy efficiency and climate action
The launch event convened a wide range of stakeholders, including representatives from the government of Kosovo, international financial institutions, local commercial banks, the Association of Kosovo Municipalities, the Kosovo Banking Association, the Faculty of Architecture at the University of Prishtina, and many other valued partners of KEEF.
The newly developed energy schemes represent a significant step forward in strengthening Kosovo’s energy transition. With technical expertise provided by LuxDev and KEEF, the manuals and documentation have been finalised to guide future investment windows starting in 2026.
The upcoming financing windows will be designed to be more inclusive and accessible, ensuring that citizens and businesses alike can benefit. Building on KEEF’s strong track record with subsidy programmes and revolving investment schemes, this initiative reflects Luxembourg’s commitment to supporting Kosovo in advancing energy efficiency and climate mitigation.
Through the continued support of LuxDev and funding from the government of Luxembourg, KEEF is expanding its strategic and operational capacities to deliver sustainable impact across Kosovo’s energy sector.

About the project
The objective of the Energy transition and climate mitigation in Kosovo project is to promote and facilitate the adoption of energy efficiency measures and renewable energy sources in Kosovo's transition to clean energy. The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy and LuxDev, the Luxembourg Development Cooperation Agency.
