A new M&E system sets the stage for an evidence-based energy transition in Kosovo

After an extensive process that included close collaboration among many different actors in the energy sector, the Ministry of Economy has launched the Monitoring and Evaluation Manual, a guiding tool for monitoring Kosovo’s ten-year Energy Strategy (2022–2031). This process was supported by expertise provided through the Energy transition and climate mitigation in Kosovo project, implemented by LuxDev, the Luxembourg Development Cooperation Agency.
A launch workshop
The core of this initiative was the establishment of a robust monitoring and evaluation (M&E) system that aligns Kosovo’s regulatory framework with international standards for renewable energy and energy efficiency. The system will track key indicators over the next decade, providing transparency and enabling evidence-based decisions to support continuous improvements in the energy sector.
The activity was launched with a workshop on 11 and 12 November, which involved representatives from state institutions and key energy players in the country, all of whom participated in the development of the manual, including the Ministry of Economy, the Ministry of Environment, Spatial Planning and Infrastructure, the Ministry of Industry, Entrepreneurship and Trade, the Ministry of Internal Affairs, the Prime Minister’s Office, the Kosovo Energy Efficiency Fund, the Transmission, System and Market Operator, Prishtina’s Distric Heating Termokos, the Kosovo Energy Corporation, the Kosovo Electricity Supply Company, and the Kosovo Electricity Distribution Company.
The future : a digital data collection process
A digital module for this process is planned to be established in the next phase, which was discussed with IT experts who presented their newly developed system.
With LuxDev’s expertise, the initiative focuses on building local capacity, ensuring Kosovo’s institutions retain full ownership and operational knowledge of the M&E framework. This participatory approach empowers stakeholders and sets a benchmark for accountability and transparency, ultimately driving Kosovo’s green energy goals towards a more resilient future.
Kosovo’s Energy Strategy sets the tone for more efficient energy consumption and lays out ambitious targets to increase its renewable energy capacity from 300 MW to 1,600 MW by 2031.

About the project
The objective of the Energy transition and climate mitigation in Kosovo project is to promote and facilitate the adoption of energy efficiency and renewable energy sources in Kosovo's transition to clean energy. The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy and LuxDev, the Luxembourg Development Cooperation Agency.
