Kosovo’s path towards an Innovation Strategy 2030+ is gathering momentum. What began with a scoping and evidence-based analysis of the current situation, followed by wide and inclusive consultation, has now advanced to a critical milestone : the identification of the strategy’s objectives. This marks a turning point from vision-setting to defining the concrete priorities that will shape Kosovo’s innovation ecosystem in the years ahead.


An inclusive approach

Since the launch of the process earlier this year, the Ministry of Industry, Entrepreneurship and Trade (MIET), with the support of the Sustainable and inclusive growth project, financed by the Grand Duchy of Luxembourg and implemented by LuxDev, has led a structured and inclusive approach. More than 80 stakeholders — from across government institutions like the Innovation Department at MIET, agencies such as the Kosovo Investment and Enterprise Support Agency, academia, the private sector, civil society, and development partners — have been engaged through co-creation workshops, focus groups, consultations, and working sessions.

This inclusive method has produced not only a shared vision but also a foundation to set strategic and specific objectives for the strategy. These objectives are designed to strengthen Kosovo’s competitiveness, nurture innovation across sectors, and ensure that opportunities are broad-based, particularly for women and young people. They also lay the groundwork for practical instruments support to innovative companies, the Innovation Fund, and specific support to the ecosystem stakeholders, ensuring that the strategy is not simply aspirational but actionable.

Through this process, we are not only drafting a document, but we are building the foundations of a new culture of cooperation, where the public, private sectors, academia and civil society join forces for a more competitive, more creative and fairer future for our country.

The process moved from diagnosing problems to agreeing a shared ambition for where Kosovo can compete. It is evidence-based, European-aligned, and designed to broaden opportunity, especially for women and young people.

Next steps

The next step for the working group is to consolidate the objectives into a cohesive framework and prepare the presentation to the Minister’s Cabinet. From there, attention will turn to drafting the action plan, translating the objectives into concrete measures that can directly benefit entrepreneurs, researchers, and businesses.

With its Innovation Strategy 2030+, Kosovo is not only defining a vision — it is building a roadmap for sustainable, inclusive growth and positioning itself within the European innovation landscape.

The Sustainable and inclusive growth in Kosovo project — funded by the Grand-Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency — aims to catalyse sustainable economic growth by fostering innovation, inclusivity, and social development in a greener Kosovo. Specifically, it endeavours to stimulate innovation and both local and foreign investment within a digitally secure and transparent ecosystem.
