On 24 – 25 September 2025, the Kosova Energy Forum and Green Business Expo brought together policymakers, businesses, and development partners to discuss Kosovo’s path towards a greener future. LuxDev, the Luxembourg Development Cooperation Agency, played a central role in shaping the agenda and contributing expertise across multiple activities.


Partnering for green transition

Speaking at the event, H.E. Mr Eric Dietz, Head of Mission of the Luxembourg Embassy in Kosovo, emphasised Luxembourg’s commitment to supporting the private sector in building a sustainable energy future. He highlighted that this partnership aims to remove barriers to investment, reduce emissions, and position the energy transition as a driver of economic growth and opportunity in Kosovo.

LuxDev moderated the high-level panel on energy efficiency, a workshop on green certificates, hosted a booth with partners to present the Clean Energy Grant Scheme, and contributed to discussions on financing, skills, and market opportunities. Through workshops and presentations, the Agency showcased how energy efficiency, renewable technologies, and workforce development are critical not only for lowering energy costs but also for creating new opportunities for businesses and communities. The event reaffirmed LuxDev’s role as a bridge between institutions, the private sector, and citizens, ensuring Kosovo’s energy transition remains inclusive, sustainable, and competitive.


Main panel : energy efficiency

LuxDev led a high-level panel on energy efficiency, highlighting why it is the most immediate and cost-effective step in Kosovo’s energy transition. Panellists discussed how measures such as better building insulation and modernised production processes already bring benefits to citizens : lower energy bills, healthier living conditions, and reduced emissions. 

The debate also demonstrated that cooperation between institutions, municipalities, and the private sector is essential for designing inclusive policies. Importantly, the discussion emphasised that innovative financial tools, such as blended finance and targeted SME support, can unlock larger private investments. For Kosovo, energy efficiency is not only an environmental necessity but also a way to make businesses stronger and communities more resilient.

Workshop : green certificates

In a workshop supported by LuxDev, experts explained how green certificates (guarantees of origin) can help Kosovo’s businesses prove that their products are made with renewable energy. This is important because international markets increasingly demand proof of sustainability before opening trade opportunities.

For Kosovo’s exporters, certification is rapidly becoming a requirement to remain competitive and access financing. Panellists also emphasised that alignment with EU standards will create new pathways for growth. By helping businesses showcase their green credentials, green certificates offer more than just labels they open the door to stronger exports, investment, and a greener reputation for Kosovo’s private sector.

Marketing campaign : women-owned green businesses

At the expo, a campaign was launched to showcase women-owned businesses in Kosovo’s green and energy sectors. The initiative, supported by LuxDev, gave women entrepreneurs a platform to present their products, find new partners, and strengthen their market position. Beyond business promotion, the campaign highlighted the importance of inclusivity in Kosovo’s energy transition. 

Women-led companies are introducing innovative solutions, from renewable energy services to sustainable architecture, proving that gender equality and environmental sustainability go hand in hand. This activity mattered because it ensured that the energy transition is not only about technology and finance, but also about fairness, empowerment, and shared opportunities.

Workshop : green skills, stronger business

This workshop emphasised that Kosovo’s energy transition depends on having a skilled workforce. Experts, private companies, and institutions discussed the skills needed in renewable energy and energy efficiency from technical and digital expertise to entrepreneurship and project management. By equipping workers with these capabilities, Kosovo can build a competitive economy while advancing its sustainability goals.

The session underlined that collaboration between schools, government, and businesses is crucial for training future professionals. For Kosovo, investing in green skills means more than education it means preparing the next generation to lead the energy transition, strengthening both economic opportunities and environmental resilience.

Presentation : Clean Energy Grant Scheme

LuxDev also presented the Clean Energy Grant Scheme, explaining how local businesses can access funding to invest in renewable energy and energy efficiency. The presentation detailed the types of projects supported, such as solar installations, energy-efficient buildings, and upgrades to manufacturing processes.

By making financing accessible, the scheme helps SMEs lower their energy costs, improve competitiveness, and contribute to Kosovo’s climate goals. For many companies, this represents a first step towards adopting green technologies with confidence. The presentation showed that with the right support, businesses can reduce risks, save money, and play an active role in building a sustainable energy future.

About the project

The objective of the Energy transition and climate mitigation in Kosovo project is to promote and facilitate the adoption of energy efficiency and renewable energy sources in Kosovo's transition to clean energy. The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy and LuxDev, the Luxembourg Development Cooperation Agency.
