Luxembourg supports the development of the Faculty of Law and Political Science first-ever E-Law Journal

The Faculty of Law and Political Science (FLP) at the National University of Laos (NUoL) has taken a bold and historic step into the digital age of academic publishing with the creation and official launch of its first-ever E-Law Journal. This groundbreaking platform is designed to elevate legal scholarship in Laos and foster greater academic exchange across the region.
Celebrating the launch : workshop and training event
This milestone was officially celebrated during a two-day workshop held on 11–12 August 2025. Organised by the Research and Academic Service Division, the event served both as a launch ceremony and a capacity-building exercise, offering hands-on training for faculty members and researchers on how to publish, manage, and disseminate scholarly work using the new platform.

Collaboration and support : a shared success
The success of this initiative is a testament to collaboration, innovation, and strategic support. The technical foundation of the journal was built under the expert guidance of three NUoL specialists, who worked closely with the FLP team to ensure a robust and user-friendly system.
The financial support provided by the Rule of law, access to justice, and good governance (ROLAG) programme, funded by the Grand Duchy of Luxembourg and implemented by LuxDev, made the development and deployment of the E-Law Journal possible — highlighting Luxembourg’s continued commitment to strengthening legal education and research in Laos.
Expanding visibility and academic recognition
Looking to the future, FLP is actively strengthening the journal’s academic standing. An application for an International Standard Serial Number (ISSN) is underway, and plans are in place to adopt a Digital Object Identifier (DOI) system. These steps will provide each published article a unique, permanent link for global citation and academic recognition.
Once the ISSN is approved, the E-Law Journal will be officially integrated into the NUoL journal database, significantly expanding its reach among students, faculty, and researchers. With its sights set on meeting international indexing standards — including eventual inclusion in Scopus and ResearchGate — FLP envisions the E-Law Journal as a premier platform for high-quality, peer-reviewed legal research not only in Laos but across the region.
This launch marks more than the unveiling of a digital platform; it represents a transformative step toward global academic integration, positioning FLP at the forefront of legal scholarship in the digital era.
About the programme
The ROLAG programme is financed by the Grand Duchy of Luxembourg and jointly implemented by the Ministry of Justice, the Ministry of Education and Sports, LuxDev, the Luxembourg Development Cooperation Agency, ILSTA and the University of Luxembourg.
