Context

Rwanda is advancing green finance to address pressing climate challenges – such as extreme weather and land degradation – and deliver on Vision 2050’s promise of a climate-resilient, knowledge-based economy. Through the Rwanda Green Fund, the Intego Nationally Determined Contribution (NDC) facility mobilises funding for public institutions to turn climate commitments into action – focusing on adaptation, low-carbon growth and resilience. Launched in 2022 with support from the Kreditanstalt für Wiederaufbau (KfW) and reinforced in 2024 by other partners, including Luxembourg, Intego bridges financing gaps in institutional climate finance and accelerates implementation of Rwanda’s NDC. From resilient agriculture to clean energy, the facility empowers institutions to drive transformative, locally owned solutions for Rwanda’s sustainable future.

Objectives

The Intego NDC facility’s overall objective is to support Rwanda’s public institutions in implementing the country’s climate commitments under its NDCs by financing impactful adaptation and mitigation projects. Specifically, Intego aims to mobilise climate finance, bridge institutional funding gaps, and empower national and local entities to lead transformative, locally owned solutions. It promotes inclusive development by prioritising gender equality and social inclusion, and catalyses innovation in sectors such as renewable energy, sustainable agriculture and biodiversity. Intego achieves this by offering grants (typically RWF 1–5 billion) and technical support, and encouraging co-financing. Projects must align with one or more of Rwanda’s 24 NDC intervention areas and demonstrate long-term sustainability, institutional capacity and compliance with environmental and social safeguards.

Beneficiaries

The Intego NDC facility targets Rwanda’s public institutions, enabling them to implement climate adaptation and mitigation projects. These projects are designed to promote social inclusion, create green jobs and improve access to services such as clean energy and sustainable infrastructure. By strengthening institutional capacity and driving locally owned solutions, Intego delivers long-term impact for people across Rwanda. Final beneficiaries include local communities vulnerable to climate risks, with a strong focus on women, marginalised groups, and youth.

Target geographical area

The Intego NDC facility operates nationwide, funding public institutions across Rwanda to implement climate projects aligned with the country’s NDCs. While national in scope, project locations depend on climate vulnerabilities and institutional readiness. To date, initiatives have targeted erosion control, wetland restoration and renewable energy in districts such as Nyamagabe, Nyamasheke, Karongi, Rulindo, and Kigali, based on strategic needs and potential for local impact.

Stakeholders

The Intego NDC facility is implemented through strong collaboration with local Rwandan institutions and international partners. Managed by the Rwanda Green Fund, it works with national and district-level public institutions to design and deliver climate projects. Backed by KfW, the United Kingdom’s Foreign, Commonwealth and Development Office, and Luxembourg’s Ministry of the Environment, Climate and Biodiversity, Intego also benefits from the funding and technical assistance of key development partners.
