As part of its ongoing support for Kosovo’s energy transition, LuxDev, in cooperation with the Ministry of Environment, Spatial Planning and Infrastructure (MESPI), hosted a two-day workshop on 16 and 17 October 2025 to shape the roadmap for the implementation of energy performance certificates (EPCs) and heating, ventilation and air conditioning (HVAC) systems. The event, organised through the Energy transition and climate mitigation project, gathered institutional representatives, development partners and experts to align national efforts with European Union (EU) energy performance standards and strengthen building efficiency across the country.


Coordinated institutional efforts

The workshop brought together representatives from central institutions, development partners and technical experts to define the next steps towards improving the energy performance of buildings in Kosovo. These measures are key to increasing energy efficiency, ensuring quality control and aligning national systems with EU energy performance standards.

Opening discussions highlighted the importance of coordinated institutional efforts in setting up a transparent and reliable EPCs and HVAC framework. LuxDev presented the objectives and structure of the roadmap, which aims to harmonise the technical, legal and operational dimensions of implementation while building institutional and professional capacities to sustain the system in the long term.

Expert guidance shapes the roadmap

Under the guidance of the key expert Mr Joris ELEGEERT, participants reviewed the draft roadmap, discussed the alignment of the legal framework with EU directives, and examined the establishment of a national registry for energy certification. The agenda also addressed the need for certified training and continuous professional development for energy auditors and assessors, ensuring a skilled workforce capable of delivering high-quality energy audits and certifications.

Experts from LuxDev in Kosovo, representatives from the donor community, as well as other local and regional experts contributed to the technical discussions, covering quality control, cost optimisation and ethical standards in the field of energy efficiency. A notable highlight was the presentation of an updated prototype for energy certification, designed in line with the Law on Energy Performance of Buildings, which will support the Kosovo Energy Efficiency Fund in launching building energy audits.

The workshop concluded with a shared commitment among MESPI, LuxDev and development partners to establish a regular coordination mechanism. This collaboration will ensure the completion of the roadmap and its effective implementation, marking another step forward in Kosovo’s transition towards a more energy-efficient and sustainable future.

Energy efficiency and the Energy Strategy of Kosovo

Energy efficiency is one of the main pillars of the Energy Strategy of the Republic of Kosovo 2022–2031, the country’s ten-year roadmap for developing a secure, sustainable and competitive energy sector. The strategy emphasises improving efficiency in buildings and appliances, promoting the use of renewable energy and aligning national systems with EU energy and climate goals. Within this framework, LuxDev’s support for the development of EPCs and HVAC systems contributes directly to Kosovo’s broader vision of reducing energy consumption and advancing its transition toward a low-carbon economy.


About the project

The objective of the Energy transition and climate mitigation in Kosovo project is to promote and facilitate the adoption of energy efficiency and renewable energy sources in Kosovo's transition to clean energy. The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy and LuxDev, the Luxembourg Development Cooperation Agency.
