The Kosovo Green Business & Industry Summit 2025 took place on 27 November in Prishtina bringing together government representatives, the private sector, financial institutions, and development partners to advance Kosovo’s transition toward a low-carbon and competitive economy.
The Summit was organised by the Kosovo CSR Network in partnership with LuxDev, the Luxembourg Development Cooperation Agency, and TITAN Sharrcem from the private sector.
Accelerating Kosovo’s green transition
Kosovo has entered a decisive phase in its green transition, moving from commitments to concrete implementation. This shift is marked by the adoption of the Energy Strategy, the National Energy and Climate Plan, and the Circular Economy Roadmap.
Real progress, however, depends on capable institutions, access to sustainable finance, strong human capital, and a private sector ready to innovate.
Luxembourg reaffirms its long-standing commitment to Kosovo through sustained cooperation in energy transition, digitalisation, education, skills development, and institutional strengthening, a commitment further reinforced by the new 2026–2030 cooperation framework.

Financing the transition
Financing the transition emerged as a central theme, with representatives from financial institutions, development partners, and the private sector emphasising the need to create investment conditions that support renewable-energy deployment, energy-efficiency improvements, and low-carbon technologies.
Speakers noted that while access to finance is essential, it must be matched with stronger project preparation, emissions data, ESG – Environmental, social, governance – practices, and transparent reporting to enable credible and sustainable investments.
These priorities closely align with the work carried out under the Luxembourg-funded project, which supports partner institutions in designing access-to-finance mechanisms, strengthening administrative capacities, and preparing SMEs to meet the technical and reporting expectations of the green transition.

Focus on circular-economy
Circular-economy approaches, such as alternative fuels, co-processing models, and waste-to-resource strategies, were presented as opportunities to reduce emissions while improving industrial competitiveness.
Experts highlighted the role of green public procurement and Environmental Product Declarations in creating markets for low-carbon and circular materials, especially for sectors that will increasingly be subject to European Union (EU)-aligned requirements.
A significant milestone of the Summit was the launch of the Kosovo Climate & Industry Transition Platform, a business-led mechanism designed to maintain public–private dialogue, coordinate follow-up on policy recommendations, and support companies as they navigate emerging climate-related regulations.
By bringing together institutions, businesses, and development partners, the platform aims to strengthen continuity and create a structured pathway for Kosovo’s long-term green transition.

The strong engagement throughout the event demonstrated a shared commitment to transforming Kosovo’s climate objectives into practical, long-term progress. For Luxembourg, the priority remains to support institutional strengthening, expand access to sustainable finance, and help the private sector build the capabilities required to meet EU-aligned climate and sustainability standards.
The summit closed with a clear message: Kosovo’s green transformation is advancing, and its success will depend on sustained cooperation, practical implementation, and the ability of all actors to translate ambition into real economic opportunity.

The Kosovo Green Business & Industry Summit 2025 was supported through the Energy transition and climate mitigation in Kosovo project, funded by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency, and the Ministry of Economy. It was also delivered within the framework of the Partnership Agreement “Mobilising Kosovo’s Private Sector for the Green Transition” between LuxDev and the Kosovo CSR Network.
