Kosovo is taking important steps to advance its energy transition by strengthening how renewable energy is tracked and certified. As part of this effort, the Energy Regulatory Office of Kosovo (ERO) undertook a study visit to Sweden from 11 to 13 November 2025, with the support of LuxDev, the Luxembourg Development Cooperation Agency, through the Energy transition and climate mitigation project, funded by the Grand Duchy of Luxembourg.


From knowledge exchange to concrete reforms in Kosovo’s energy sector

The visit focused on Guarantees of Origin (GoO) certificates that verify electricity produced from renewable sources. Aligning Kosovo’s GoO system with the European Energy Certificate System (EECS) is a key step towards meeting EU energy standards and building a transparent and credible renewable energy market.

Hosted by the Swedish Energy Agency, the national authority responsible for issuing GoO and managing the EECS registry, the programme offered practical insights into how one of Europe’s most advanced systems operates. ERO representatives also met with the Swedish Energy Markets Inspectorate, which oversees electricity market transparency and disclosure.

Through technical discussions and institutional exchanges, participants explored the legal, technical and operational foundations of Sweden’s GoO system. Topics included registry management, EECS rules, oversight mechanisms and lessons learned from developing a robust and trusted certification framework.

During the visit, ERO Kosovo presented the current structure of Kosovo’s electricity market and shared progress made in the development of the country’s legal and policy framework for GoO. The exchange of experiences provided valuable guidance to support Kosovo’s ongoing reforms and capacity-building efforts.

By learning directly from Sweden’s experience, Kosovo is strengthening its readiness to implement a GoO system that meets European standards. This represents an important milestone in the country’s energy transition, helping to improve transparency, support market integration, and reinforce confidence in renewable energy production.

Through its continued support, LuxDev is helping Kosovo’s institutions build the knowledge and systems needed to align with EU energy and climate policies, paving the way for a more sustainable, competitive and integrated energy sector.

About the project

The objective of the Energy transition and climate mitigation in Kosovo project is to promote and facilitate the adoption of energy efficiency measures and renewable energy sources in Kosovo's transition to clean energy. The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy and LuxDev, the Luxembourg Development Cooperation Agency.
