Once again, 2025 demonstrated that LuxDev’s work is, above all, built on a collective commitment. The Agency benefited from the renewed trust of the government, as well as from the support of its partners and the steadfast dedication of its teams, both in the field and at headquarters. We extend our thanks and sincere appreciation to all. The results achieved in 2025, highlighted in the following pages, bear witness to the Agency’s capacity for adaptation, resilience and innovation.

Special report: engaging the private sector
Given the scale of development challenges and the need to mobilise new sources of funding, the private sector has now emerged as a strategic partner in achieving the SDGs.
In 2025, LuxDev adopted a new framework for engaging the private sector, ensuring the rigorous use of the funds entrusted to it. This report examines the foundations, practices and achievements of an approach that places innovation, measurable impact and shared responsibility at the heart of the Agency’s work.
Sahel: achievements and new initiatives
LuxDev has been supporting Senegal, Mali and Burkina Faso in their development efforts since the late 1980s.
Built on long-standing partnerships based on trust, mutual commitment and the strengthening of national systems, the programmes funded by Luxembourg Development Cooperation in this part of the Sahel came to an end on 31 December 2025. They leave behind tangible results, reflecting improved living conditions for local populations and strengthened national capacities in key sectors.
While Luxembourg’s interventions came to an end, others are beginning, supported by European funding and demonstrating the Agency’s continued commitment to the region.

Towards new horizons
The closure of numerous programmes in the Sahel region was accompanied by a geographical repositioning of Luxembourg Development Cooperation and, consequently, a refocusing of LuxDev’s activities on the field.
From Southeast Asia to Central America via West Africa, the Agency has established new footholds across three of the continents where it operates. As a result, 2025 was marked by the consolidation of new partnerships and the launch of initial actions laying the foundations for sustainable cooperation.

Ukraine: strengthened cooperation
Established through the signing of a bilateral agreement in 2023, after one year of war, Luxembourg’s cooperation with Ukraine has naturally aligned with national priorities, namely the restoration of essential services, the reconstruction of destroyed infrastructure, economic recovery, and the strengthening of local authorities’ capacities. It was significantly reinforced in 2025 due to the continuing deterioration of the security and humanitarian situation.
