Context

Cardiovascular diseases are the leading cause of death in Mongolia, responsible for more than one in three deaths every year. Many people suffer from heart disease because they lack timely access to high quality care, especially those living outside the capital. Existing services are spread across several hospitals and are often housed in buildings that are too small and outdated to meet the growing needs of the population. The country also faces a shortage of trained specialists and lacks modern medical technologies and a coordinated system for prevention and early detection. In this context, Mongolia has decided to create a modern national centre dedicated entirely to cardiovascular health. The Support to the establishment of the National Cardiovascular Centre project contributes to this ambition by helping the country build a new facility, strengthen prevention and treatment services, and ensure that people across Mongolia can receive safe, reliable and specialised heart care.

Objectives

The project aims to transform the way cardiovascular care is delivered in Mongolia. Its overall objective is to reduce deaths caused by heart disease and to improve access to high quality treatment for everyone. To achieve this, the project supports the construction of a new national centre equipped with modern technologies and designed to offer advanced diagnosis, surgery, intensive care, rehabilitation and prevention services under one roof. Beyond the construction and equipment of the building itself, the project focuses on training doctors, nurses, technicians and managers so that the centre can operate confidently and safely from day one. It also strengthens coordination between hospitals across the country through telemedicine and outreach, helping to ensure that people in remote areas are not left behind. Over time, the centre will become a hub for continuous learning, research and international cooperation, thereby raising the overall standard of cardiovascular care in Mongolia.

Beneficiaries

The entire Mongolian population benefits from improved access to specialised heart care. Direct beneficiaries include the tens of thousands of patients receiving outpatient consultations or hospital treatment each year, as well as the health professionals who gain access to new training and career-development opportunities.

Target geographical area 

The project is based in Ulaanbaatar, where the new national centre is built. This location was chosen because it concentrates the country’s main medical expertise and infrastructure. Although located in the capital, the centre serves the whole country through outreach, referrals and telemedicine links with provincial hospitals.

Stakeholders

The project is carried out in close cooperation with Mongolia’s Ministry of Health and Ministry of Finance, the Shastin Third State Central Hospital and the European Bank for Reconstruction and Development. It also involves local specialists, academic institutions and health authorities. International partners contribute expertise, financing and technical support, helping to ensure that the new centre meets modern quality and safety standards while strengthening long-term national ownership.
