The programme is funded under the Indicative Cooperation Programme “Development-Climate-Energy”, conceived as Luxembourg's response to support the socio-economic and environmental development policies and strategies of Cabo Verde during the period 2021–2025.

The programme aims to strengthen climate governance and action in Cabo Verde, contributing to a paradigm shift, combining greenhouse gas emission reduction with socio-ecological resilience and physical resistance of citizens, ecosystems and assets to climate change.

The overall objective of this intervention is to support Cabo Verde in the implementation of its new climate policy by 2025, as embodied in the Nationally Determined Contribution and in the National Adaptation Plan. This will result in a consolidated climate governance that will make Cabo Verde a low carbon and more resilient country to climate change. Reinforced effectiveness and efficiency of climate governance and action will operationalise the enhanced transparency framework and thus help the country to meet its international climate commitments as defined in the Paris Agreement signed by Cabo Verde in 2016.

The intervention logic is defined according to two outcome areas, which aim to bridge the gap between the current and projected climate governance, with the main beneficiary being the governance/institutional level, and the adaptation and mitigation situation, for the benefit of the most climate-vulnerable populations and ecosystems in Cabo Verde.

Institutionalising effective and efficient climate governance in Cabo Verde involves developing climate knowledge and skills, to improve the mobilisation of climate finance and streamline climate action in a context-sensitive and resource-efficient manner. Thus, the programme aims to strengthen public climate action through coordination between different actors in government, donors and civil society, focusing on long-term planning, decentralisation, transparency, financing, capacity building, knowledge sharing, diplomacy, enforcement of existing legislation as well as social participation.
