TICA and LuxDev sign Memorandum of Understanding on development cooperation in Lao PDR

On 27 November 2025, Mrs Sirilak NIYOM, deputy permanent secretary for Foreign Affairs, and H.E. Mr Patrick HEMMER, ambassador of the Grand Duchy of Luxembourg to the Kingdom of Thailand and the Lao PDR, presided over the signing ceremony of the Memorandum of Understanding (MoU) between the Thailand International Cooperation Agency (TICA) and LuxDev, the Luxembourg Development Cooperation Agency, which aims to foster closer cooperation between the two agencies.

The MoU was signed by Mr Chulvat NARINTHRANGURA, director general of TICA, and Mr Robert DE WAHA, regional representative of the LuxDev Asia Office. This agreement focuses on development cooperation in the Lao PDR, with an emphasis on providing assistance in key sectors such as public health, rural development, vocational education and technical skills training.

This MoU marks an important milestone in the partnership between Thailand and Luxembourg, reinforcing shared commitments to sustainable development in the region.
