Shaping Kosovo’s next Industrial Strategy cycle

LuxDev, through the Sustainable and inclusive growth in Kosovo project, is supporting the Ministry of Industry, Entrepreneurship and Trade (MIET) in evaluating the first implementation cycle (2023–2025) of the Strategy for Industrial Development and Business Support 2030 (SIDBS). Approved by the government of Kosovo in 2023, the strategy contributes directly to the objectives of the National Development Strategy 2030. As part of this collaboration, LuxDev is also providing expertise to assist MIET in designing a new set of SIDBS policy instruments and an action plan for the next implementation phase, starting in 2026. Through this capacity development activity, the Department of Industry at MIET is enabled to engage its team in complex multi-stakeholder dialogues for monitoring, evaluation, and policy instrument drafting.
Owned and led by local institutions

We have been assessing the results and impact of each stakeholder’s activities under the action plan — first through an online consultation and now through a series of in-person workshops. Each institution is reporting on its progress and identifying the reasons behind any challenges or delays. We are now finalising the findings to compile a comprehensive report. This process is fully owned by our institutions — we are driving it ourselves. As we move into the next stage, we will broaden consultations to include all stakeholders, especially from the private sector, since innovation in processing and production will be key to shaping the new phase of industrial development.

This process will help shape Kosovo’s industrial policy to align more closely with EU standards and the objectives of the National Development Strategy 2030, including promoting green industries, increasing domestic value addition and expanding decent employment opportunities.
Several workshops are being organised to bring together representatives from MIET, other ministries, sector associations and private sector stakeholders. Participants will engage in mixed-method evaluations, hands-on training on monitoring and evaluation tools, and co-creation sessions for new policy instruments.

The activity will culminate in a large validation meeting in December 2025, where all stakeholders will review and endorse the new action plan 2026–2029. This initiative reflects ongoing efforts to foster innovation, sustainable industrial growth, and evidence-based policymaking in Kosovo, supported by the Government of Luxembourg through LuxDev.
