Luxembourg supports the National Assembly of Laos in strengthening the legislative framework

From 4 to 6 March 2026, the Lao PDR National Assembly Office convened a technical meeting in Vientiane Province to review four draft legislative instruments for the National Assembly Standing Committee. The meeting, implemented by the Rule of law, access to justice and good governance (ROLAG) programme and chaired by Mr Singkham VONGPHACHANH, deputy head of the National Assembly Office, brought together senior officials, department directors and technical staff to refine key regulatory measures that govern the operations of the institution.
In-depth discussions to refine key legislative instruments
The workshop aimed to strengthen the quality and coherence of the draft instruments before their submission to the Standing Committee for consideration and endorsement.
Participants held in-depth discussions on several important draft resolutions, including procedures for meetings of the National Assembly Presidium and Standing Committee, coordination mechanisms between the National Assembly Office and its committees, the organisational structure of the Office, and the establishment of a single-window document circulation service.
During the meeting, Dr Reginald PASTRANA, senior sectoral Adviser of the ROLAG programme, shared insights on international best practices and experiences from the Philippines and other ASEAN countries regarding strengthening parliamentary cabinet offices and improving institutional coordination.
The meeting concluded with constructive recommendations to further refine the draft instruments, reinforcing the institutional capacity of the National Assembly Office and supporting the National Assembly in carrying out its legislative, representative and oversight functions more effectively.
