Kosovo becomes a full member of the Association of Issuing Bodies

On 26 November 2025, Kosovo's Energy Regulatory Office (ERO) was officially welcomed as a full member of the Association of Issuing Bodies (AIB), marking the country’s adoption of the European Energy Certificate System (EECS). This milestone, achieved thanks to the support of the Energy transition and climate mitigation project, enhances transparency in renewable energy certification and reinforces Kosovo’s commitment to a sustainable transition aligned with EU standards.
A step foreward
On 26 November 2025, the General Assembly of the AIB was held in Lisbon, Portugal, where the request of Kosovo's ERO to become a full member of this association was approved.
By joining AIB, Kosovo adopts the European Energy Certificate System, ensuring that Guarantees of Origin issued in Kosovo are recognised throughout Europe. This increases the transparency and credibility of renewable energy certification, enabling more efficient cross-border trade and paving the way for new investments in the renewable energy sector. This membership also confirms Kosovo’s commitment to the country’s energy transition path and alignment with the EU acquis communautaire.
This step follows ERO's efforts to operationalise the platform for issuing certificates of origin and meetings with Swedish institutions held in early November, where ERO was closely acquainted with the management of Guarantees of Origin registries, the implementation of EECS rules and the supervision of electricity declarations.
The ERO delegation was represented by Mr Ymer FEJZULLAHU, chair of the ERO Board, and Ms Lindita DAIJA from LuxDev, the Luxembourg Development Cooperation Agency. Describing the membership as a historic achievement, Mr FEJZULLAHU emphasised that this process strengthens Kosovo’s institutional capacities, increases transparency in renewable energy certification and positions Kosovo as a reliable partner in the European energy market.
This achievement was made possible with the support of the Energy transition and climate mitigation in Kosovo project, funded by the Grand Duchy of Luxembourg and implemented by LuxDev.
About the project
The Energy transition and climate mitigation in Kosovo project is a comprehensive effort to address Kosovo’s energy challenges. Its primary goal is to facilitate the adoption of energy efficiency practices and renewable energy sources, thereby supporting the country’s transition to clean energy. By optimising energy consumption and reducing carbon emissions, the project addresses critical challenges such as inefficient energy use and the low share of renewables in electricity generation. This transition is essential for both environmental and economic reasons, setting the stage for a more sustainable and resilient energy sector.
The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy and LuxDev, the Luxembourg Development Cooperation Agency.
