Kosovo and Luxembourg bring together financial sectors to advance investment for Kosovo’s energy transition

On 30 September 2026, policymakers, financial institutions, investors, businesses and international experts from Kosovo and Luxembourg gathered in Pristina for the Kosovo-Luxembourg Finance for Impact Forum, a high-level platform aimed at strengthening links between the two countries’ financial ecosystems and exploring practical ways to mobilise private investment for Kosovo’s economic and energy transition.
Opening remarks
The Forum was addressed by Xavier BETTEL, Deputy Prime Minister, Minister for Foreign Affairs and Foreign Trade, and Minister for Development Cooperation and Humanitarian Affairs of Luxembourg, through a video message, as well as by Kosovo’s Minister of Economy, Artane RIZVANOLLI, and Minister of Finance, Hekuran MAURATI. Representatives of the Kosovo Banking Association also addressed the participants.
Opening the Forum, Mr Eric DIETZ, Head of Mission of the Embassy of the Grand Duchy of Luxembourg in Pristina, emphasised the opportunity to strengthen links between the financial ecosystems of Kosovo and Luxembourg and to translate these connections into investment, innovation and economic development. Luxembourg’s experience, he noted, provides a basis for exchange and practical cooperation adapted to Kosovo’s own priorities and context.
From strategy to investment in Kosovo’s energy transition
Discussions centred on how Kosovo can translate its investment needs and transition priorities into projects capable of attracting private capital at greater scale. Kosovo’s Energy Strategy alone is estimated to require around EUR 3 billion in investment, with the country targeting 1,600 MW of installed renewable-energy capacity by 2031 and at least 35 percent of electricity consumption from renewable sources.
Minister of Economy Artane RIZVANOLLI highlighted Kosovo’s shift from strategic planning towards implementation, with efforts to expand domestic renewable energy generation and improve energy efficiency. She pointed to the transition from fixed feed-in tariffs to competitive auctions, noting current projects worth EUR 70 million in private solar energy investment and progress towards finalising the first wind auction, which is expected to mobilise EUR 100 million for a 100 MW wind energy project.
The renewable-energy auction pipeline, supported through cooperation with Luxembourg, is expected to bring around 200 MW of new capacity and more than EUR 200 million in private investment. She also highlighted work on energy efficiency, pumped-storage potential, support to businesses through the EUR 1 million Clean Energy Grant Scheme, and efforts to strengthen the institutional and regulatory foundations for investment.
Meanwhile, Minister of Finance Hekuran MURATI emphasised the importance of diversifying financing sources for the energy transition, describing sustainable finance and the development of Kosovo’s capital markets as two parts of the same agenda. He highlighted the green transition as an investment in Kosovo’s energy security, competitiveness, resilience and long-term growth, alongside its contribution to decarbonisation.
Kosovo-Luxembourg partnership opens pathways to sustainable finance
A keynote by Chiara CAPRIOLI, Regional Head for Southern Europe, Middle East and North Africa at the Luxembourg Stock Exchange, examined how capital markets can contribute to mobilising long-term finance, highlighting the importance of institutional readiness, credible frameworks, transparency and gradual market development.
Two high-level panels then explored the conditions needed to mobilise investment. The first, “Mobilising Capital for Kosovo’s Transition: Building the Financial Ecosystem, ” brought together the Central Bank of the Republic of Kosovo, Luxembourg Stock Exchange, Global Green Growth Institute and Luxembourg Sustainable Finance Initiative. The second, “From Innovation to Investment: Expanding Access to Green Finance, ” gathered representatives from the Luxembourg House of Financial Technology, ProCredit Bank Kosovo, Kosovo Credit Guarantee Fund and T-Blocks International, focusing on how financial institutions, guarantees, fintech and investment structures can help address practical financing barriers.
The Forum programme continued on 1 October with technical exchanges on capital markets, sustainable bonds and financial innovation, followed by further exchanges with Kosovo’s banking sector on 2 October.
The event provided a basis for continued cooperation between Kosovo and Luxembourg, including technical exchanges, capacity building, institutional partnerships and the exploration of practical opportunities to mobilise investment.
