The project Climate adaptation and resilience in Hue City (CARe Hue), funded by the Green Climate Fund and the government of Luxembourg through its Ministry of the Environment, Climate and Biodiversity, and implemented by LuxDev as the accredited and executing entity, reached a key milestone with the successful completion of its inception workshop, officially launching the project’s implementation phase.
Strengthening climate resilience in Hue City
The CARe Hue project aims to strengthen climate resilience in Hue City through an integrated approach. Core interventions include enhancing early warning systems, integrating climate adaptation into local planning, restoring coastal and forest ecosystems, and promoting climate-resilient value chains and financial mechanisms.
With a budget of USD 10 million for the period 2025–2029, the project seeks to deliver transformative impact by linking climate risk information with investment planning, scaling up nature-based solutions, and building institutional capacity for long-term resilience.
Inception review findings
Speaking at the workshop, Mr Frédéric WILTMANN, regional manager for Southeast Asia at the Green Climate Fund, stressed the significance of the transition to the implementation phase, highlighting the shared commitment to delivering tangible benefits for communities and ecosystems.
The workshop brought together representatives from the National Designated Authority (Ministry of Finance), the State Bank of Vietnam, LuxDev, provincial authorities, technical departments, financial institutions, development partners and experts. Participants reviewed the project design, discussed inception review findings, and aligned on implementation priorities and coordination mechanisms.
Findings confirm that ecosystems and livelihoods in Hue face increasing exposure to floods, storms, drought, forest fires, and salinity and untreated water intrusion, underscoring the urgency of integrated, climate-informed approaches that combine ecosystem restoration with improved risk governance and institutional coordination.
The inception review also introduced several refinements to strengthen project implementation. These include adjusting intervention areas to better reflect ecological diversity, reinforcing the role of provincial technical agencies, and shifting from isolated activities to system-level solutions that can be scaled and sustained.

Mr Robert DE WAHA, regional representative of LuxDev Asia, highlighted the importance of strong partnerships and the enhanced understanding achieved during the inception phase. He reiterated the joint commitment to translating the project’s shared vision into timely, concrete and scalable actions benefiting communities and ecosystems.
With the completion of the inception workshop, the CARe Hue project now enters its full implementation phase, positioning itself as a flagship model for climate adaptation in Vietnam by demonstrating how integrated, data-driven, and partnership-based approaches can strengthen resilience while supporting sustainable livelihoods.
