The study

A feasibility study has been launched to explore the potential for small-scale hydropower within the existing infrastructure of "KRU Gjakova", the regional water company in western Kosovo.

The initiative was commissioned from the Energy transition and climate mitigation project in partnership with the Ministry of Economy of Kosovo. It aligns with Kosovo’s strategic goals to reduce carbon emissions, enhance energy efficiency, and increase the share of renewable energy.

The study focuses on transforming "KRU Gjakova" from a conventional drinking water supplier into an innovative, sustainable utility that also generates renewable energy. The project supports capacity development, regulatory reform, and the integration of clean energy technologies into public services.

The inception phase of the study, completed in May 2025, included a thorough data collection process, stakeholder consultations, and a detailed on-site assessment of the derivation channel and dam infrastructure. The next project phase will involve a full feasibility study to assess technical, economic, environmental, and social aspects of the proposed hydropower schemes.

This study marks a significant step in supporting Kosovo’s transition to green energy while ensuring the long-term sustainability of public utilities like "KRU Gjakova". By leveraging existing infrastructure and international expertise, the project demonstrates how integrated planning and donor cooperation can deliver practical solutions for clean energy and climate resilience.


About the project

The objective of the Energy transition and climate mitigation in Kosovo project is to promote and facilitate the adoption of energy efficiency and renewable energy sources in Kosovo's transition to clean energy. The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy (MoE) and LuxDev, the Luxembourg Development Cooperation Agency.
