As part of the Energy transition and climate mitigation in Kosovo project, LuxDev held a workshop that brought together representatives from relevant institutions and major energy sector stakeholders. The aim was to gather their needs and preferences for the future platform, which will digitalise the Ministry of Economy’s monitoring and evaluation (M&E) system to support the implementation of Kosovo’s Energy Strategy.


Defining energy strategy monitoring needs

LuxDev is supporting the Ministry of Economy in digitalising the monitoring and evaluation system to guide Kosovo’s Energy Strategy. A specialised company will soon be commissioned to develop a digital platform that streamlines the collection, aggregation, and analysis of 33 key energy indicators – enhancing real-time decision-making and reporting.

As part of the Energy transition and climate mitigation in Kosovo project, a workshop was held with representatives from 22 relevant institutions and major energy sector stakeholders. This first step ensured that the platform’s design reflects the data needs and preferences of its future users, with a particular focus on integrating all mandatory indicators.

Since 2024, LuxDev has supported Kosovo’s efforts to modernise its M&E systems, aligning them with international standards on renewable energy and energy efficiency. The system will enable long-term tracking of critical indicators, promoting transparency and informed policy-making.

A major challenge for the Ministry has been the absence of a centralised energy database. Once in place, the new system will significantly improve the quality, consistency, and usability of energy data across different time frames.

Through this initiative, LuxDev emphasises local capacity-building to ensure institutional ownership and long-term sustainability. This inclusive approach strengthens accountability and helps drive Kosovo’s green energy transition.


About the project

The objective of the Energy transition and climate mitigation in Kosovo project is to promote and facilitate the adoption of energy efficiency (EE) and renewable energy (RE) sources in Kosovo's transition to clean energy. The project is funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy (MoE) and LuxDev, the Luxembourg Development Cooperation Agency.
