Mid-term evaluation
Programme SEN029 aims to improve the quality of public services provided to citizens by supporting the management of competences transferred to the local authorities.
It falls within the broad guidelines of the National Economic and Social Development Plan (PDES) and the priorities set out in the Sector Policy Planning Letter for Town and country planning, Decentralisation and Local Development.
Among the most relevant priorities are:
- Giving local authorities the means to fully play their role as facilitators of development through better performance in terms of the provision of public services to citizens;
- Insisting that the government territorialise Senegalese public policy;
- The importance of enhancing the attractiveness and competitiveness of the region by supporting structuring actions in economic terms;
- The choice of remobilisation in favor of greater involvement of civil society in the implementation of effective governance at all levels of Senegalese life.
The Programme is primarily devoted to the strengthening of institutional, organizational and technical capacity (human) territorial authorities, particularly the local authorities in the three northern regions.
The objective is to strengthen local governance and town and country planning in the three northern regions of Senegal in order to improve public services for citizens.
This Programme is a first with regard to the partnership with the Ministry of Planning and Local Government (MATCL). For this reason, the Programme implementation modality will evolve gradually to reach a full national execution modality if the organizational analysis is conclusive.
