Mid-term evaluation

Luxembourg-Senegal Development Cooperation exists since the mid 90s. The 1st Indicative Cooperation Programme (ICP) was signed in 2003 and implemented during the period 2003-2007, the second ICP signed in 2008, covered the period from 2008 to 2012. The third ICP (2012-2016) identifies three priority areas that are each the subject of an intervention programme: Health (SEN/027), Technical and Vocational Education and Training (SEN/028), Decentralisation and Citizenship Education (SEN/029). The SEN/030 programme is devoted to strengthening national execution (Governance) and applies to three priority areas, as well as that of Water & Sanitation. In each sector, particular attention is paid to the cross-cutting themes of Governance, Gender and Environment.


The Programme is coherent and in line with both national sector policies and sector development plans and a contribution of the Grand Duchy of Luxembourg to poverty reduction in Senegal in respect of the Economic and Social Development Plan (DPES) of 2012 to 2015. It should be able to accelerate the achievement of the Millennium Development Goals (MDGs) in Senegal by 2015.


The SEN/027 Programme focuses on primary health care and aims to contribute to improving the health of populations in the three regions of Louga, Saint Louis and Matam through an equitable distribution of health services and adequate health funding (extension of health insurance).

The Programme looks at improving the health status of vulnerable groups such as mothers and children, adolescents and young adults.

The implementation methodology focuses on strengthening national execution and striving for sustainability of outcomes. It's about moving from support modalities of knowledge transfer to a new mode of learning by doing (faire-faire).


In line with the National Health Development Plan (PNDS 2008-2019), the Programme focuses on three interventions:

  • Improving governance;
  • Strengthening the health system; and
  • Improved performance in the prevention of and fight against diseases.
