    Building community resilience: boosting the local economy, recovering basic services and supporting local authorities Because of the security crisis affecting northern Mali, it is essential to improve social cohesion and strengthen local governance in order to prevent new conflicts. Increased stability is a condition for economic and social development. The RELAC (Recovery of the Local Economy and Communities Support) project, implemented by LuxDev and funded by the EU, enables the communities and municipalities of Timbuktu and Gao regions to develop their economy, provide local employment opportunities and ensure the proper functioning of basic social services (schools, health centres, water points).

LuxDev was entrusted with the formulation and implementation of the project "Rapid support for the Malian authorities and essential social services in post-conflict areas," the second part of a larger program funded through the Instrument for Stability managed by the European Commission.

This important program, with a budget of EUR 20 million, aims to support the Malian authorities and key actors in their efforts to stabilize the country and the region and contribute to creating the conditions necessary for recovery and development through five components:

  • strengthen the capacity of Malian civil authorities to restore public order and secure the protection of civilians;
  • provide immediate support to local communities and families affected by the crisis and enable local authorities to recover quickly and to provide basic social services ;
  • support the efforts of civil society to reconcile and strengthen the will of the people to oppose radicalization and violent extremism in particular by facilitating dialogue between communities;
  • provide rapid support to the electoral process in Mali in contributing to the establishment of the first steps of the process;
  • provide technical expertise and services to help the Malian authorities and actors involved in their efforts to realize the aforementioned.

The project entrusted to the Agency aims to support local institutions to restore the authority and presence of the State and to support local communities to resume the provision of basic social services in the post-conflict areas.

The results to be achieved are:

  • government services and communities are equipped with the basic necessities to restore the authority of the state and the role of the institutions in the areas directly affected by the conflict;
  • basic social services possess basic equipment for their operations in areas affected by the conflict;
  • technical support is provided for the coordination of technical and financial partners in the post-conflict zones.

The delegation agreement with the European Union was signed on 23 May 2013 and the project will be implemented over a period of 18 months.
